The global issue
• 2.6 billion people without improved sanitation
• 884 million people without safe water
South Asia is most off-track based on current
MDG progress:
- 1 billion don't use improved sanitation
-700 defecate in open
Pakistan
- About 10 crore people don't use improved
sanitation in 2008.
- Nearly 43 million defecate in open
Water - Cited as the
highest priority of
the poor
Poor Sanitation –
one of the biggest
killers of children
Poor WASH is not only holding back
progress on health and education but
also economic development

Improved water and sanitation yields US$8 for every US$1 spent

Reducing water collection to one hour a day could enable a woman
to earn an additional US$100 a year - millions live on less than $2 a
day.

At any one time, half of all hospital beds in developing countries are
filled with people suffering from water-related diseases. These
avoidable costs equate to about 12% of public health spending in
sub-Saharan Africa.

Recent data from the Economics of Sanitation Initiative
supported by WSP - SA suggests that the economic
impact of poor sanitation and water in Pakistan may be as
high as 3.94% of GDP.

SOUTH ASIAN CONFERENCE ON
SANITATION (SACOSAN)

South Asian Conference on Sanitation (SACOSAN)
is a government led biennial convention held on a
rotational basis in each SAARC country.

The objectives of these conferences are to
accelerate the progress in sanitation and hygiene
promotion in south Asia and to enhance quality of
people’s life
SACOSAN – V
October 2013 – Khatmandu, Nepal

A delegation comprising 52 officials from Federal
and Provincial Governments, Civil Society, Private
Sector and Community Activists participated in
the conference.

Pakistan led the Technical Focus Session (TFS) –
Urban Sanitation.

A Country Paper was developed and presented in
the conference presenting the state of Sanitation
in the country.
Sanitation & Water for All (SWA)



Sanitation and Water for All is a global partnership
between developing countries, donors, multi-lateral
agencies, civil society and other development partners
working together to achieve universal and sustainable
access to sanitation and drinking water, with an immediate
focus on achieving the Millennium Development Goals in
the most off-track countries.
Water & Sanitation Sector Review 2012
Climate Change Division is responsible for coordination to
report on the SWA commitments and participation in the
High Level Meeting to be held in April 2014.
Global Analysis and Assessment for
Sanitation and Drinking Water (GLAAS)

GLAAS) is a UN-Water initiative to monitor the delivery of
sanitation and drinking-water services at the global level,
specifically the nature and impact of government policies and
institutions; the investments of financial and human recourses;
the volume and contribution of foreign assistance and the
relative influence of all these factors on performance.

Climate Change Division has coordinated the implementation
of GLAAS 2013 in consultation with all the provinces, using a
comprehensive questionnaire provided by GLAAS Secretariat.
The report is in process of finalization and will be
disseminated once finalized and approved.

Recommendations for WASH Sector

There is need for the development of a unified
national agenda for Water & Sanitation and hygiene
approach through improved coordination at the
national and provincial levels in close collaboration
with the social sector.

The provincial governments should establish
separate budget line with its reporting for water &
sanitation as done by other countries of South Asia

Development of National and Provincial WASH
Sector strategy and Action Plan and its
implementation.

Constitution of a National Council or Body for
WASH to underpin the support for improved
water & sanitation and hygiene, and provide
guidelines and framework for the regulation of
professionals and private sector organizations
involved in the sector.

Advocasy for a dedicated goal of sanitation and
hygiene in the post 2015 sustainable development
agenda to achieve universal access to adequate and
safe sanitation services and hygiene practices.
 Advocacy for the inclusion of Sanitation and
Hygiene as key priority areas in new the strategic
Vision 2025 with emphasis on inter sectoral
collaboration in addition to dedicated reporting of
sanitation under national and provincial Medium
Term Development Frameworks.


The Climate Change Division will work with
provincial governments for the development of a
result oriented management information system to
feed into policy formulation and monitoring of the
sector.

Development of the sector development plans for
WASH at the provincial levels in line with a unified
national agenda.
Cont.
Mobilize the political leadership for improved
sanitation and constitute a parliamentarian
taskforce on WASH.
 WASH should be included in the primary and high
school curriculum with a view to bring behavioral
change among the children.
 There is a need for special focus on menstrual
hygiene, school sanitation and functional latrines
along with strong community participation in all
sanitation and hygiene awareness programmes.

