SUSTAINABLE INFRASTRUCTURE INVESTMENT
Critical to development goals
• Cumulative infrastructure investment
requirements are significant.
Sustainable
Infrastructure
Mitigation
(Green)
• Low-carbon and
renewable energy
• Energy efficiency
Adaptation
(Resilient)
• Physical
resilience
• Financial
resilience
• Incorporating sustainability
considerations
– Costs more (short term) but pays
off
– Critical to SDGs & Paris Agreement
• Public budgets are too constrained to
fill this gap
• More private sector investment
required, though barriers exist
• Development banks have a key
role to play in knocking barriers
down

PROJECT OVERVIEW
Partnership – IDB and Mercer
IDB is committed to driving sustainable and resilient development
To inform our strategy on sustainable infrastructure development, we are
embarking on a project with Mercer Investments

Significant private markets experience
Project will have three components, each of which will play a role in
informing IDB’s future strategy

4
Understand the global ecosystem of initiatives focused on propelling sustainable
infrastructure development
Gather the perspectives of internal IDB experts on sustainable infrastructure,
including definitions and objectives
Explore 10 case studies where investors have selected infrastructure investments
which do and do not display sustainability characteristics

DEVELOPING OUR PERSPECTIVE
Three project components
Map landscape of
activity
5
• Identify all major related initiatives
• Analyze and map global landscape; assess
current capacity to influence investment flows
• Identify gaps and opportunities
Gather internal
perspectives
• What does ‘sustainable infrastructure’ mean to
internal IDB stakeholders?
• Opportunities and barriers vis-à-vis other
programs of work
• Identify preferred language and framing
Gather external
perspectives
• Case studies with infrastructure investors
(pension funds and asset managers)
• Perceived barriers to infrastructure investment in
developing countries; potential role for IDB
• Review of recent investments
