Summary of Current
Korea-UNDP Programme
UNDP’s Goal : Support a Development of Developing
Countries
- UNDP was established in 1965 and located in New York,
USA
UNDP’s Member Countries : All Countries in the World
- Korea joined in UNSF in early 1960s.
* UNSF was the UNDP’s mother agency.
Major Achievements
Korea received US$78.85 million from UNDP for 1960s ~ 2000.

• Creating a tourism web-site for Vietnam, Cambodia, and

Mongolia
Goal-Based Development Assistance
The “development assistance should be changed from
the current standard donation system towards a more
goal-based approach.” (Prof. Jeffrey Sachs, Director of
the UN Millennium Project Team)
Korea will start goal-based development assistance with
UNDP from 2010
RCARO/UNDP Project
Evaluation
The RCARO/UNDP “Post-tsunami Environment Impact
Assessment Using Nuclear Application Technologies”
Project
- was successfully evaluated by the UNDP Annual Review
Meeting in December 2008.
The Project focuses on post-tsunami damage mitigation
among the RCA Member States (IND, SRL, INS, THA, etc.)
- Environmental improvement in degraded areas, e.g., polluted
wells; and the analysis of samples using a RI-using device
* Duration & Budget : ’06.7-’09.12 / US$370,000
This Project will contribute to
Decreasing vulnerability to tsunami and other huge
natural disasters;
Increasing awareness among the major stakeholders
on the advantage of the nuclear analytical techniques;
and
Strengthening the capacity of local scientists and
technicians on the application of nuclear analytical
techniques
II. Introduction of the new KoreaUNDP MDG Trust Fund
< Background >
Korean government will join in OECD DAC in coming 2010
- Korean status change from recipient to emerging donor.
Korean government will expand ODA as OECD DAC’s
member country
- ODA/GNI ratio plan : 0.072%(’07) -> 0.15%(’12) ->
0.25%(’15)
Korean government (MOFAT & MEST) makes a
decision to establish “ the Korea-UNDP MDG
Trust Fund.”

Procedure
- UNDP HQ’s call for proposal through 148 UNDP field offices
-> UNDP HQ’s identification of proposal -> Its list submit to
Korean government (MOFAT & MEST)
Time : First half of 2010
Field : Climate Change Response, Improvement of Rural Life,
Advancement of Education, S&T

- Korean government’s review -> Its result submit to
Selection Committee -> Committee’s review & selection ->

* Committee members : about 5-7 persons from MOFAT, MEST, UNDP, etc.

Goal : To generate support of the UN MDGs

Scale : US$200,000 ~ US$500,000 (per project)
Duration : 2 ~ 3 years

IV. Policy Recommendation for
RCARO/UNDP Strategic Partnership
Need to strengthen cooperation through
RCARO/UNDP strategic partnership
- Identify suitable projects to utilize RCARO’s function &
expertise and to solve specific issues in the region, and
to maximize capacities of related research institutes with
17 RCA Member States
Our Ministry ready for support RCA in expanding
its activities through Korea-UNDP MDG Trust Fund
RCARO/UNDP strategic partnership is highly
recommended, especially considering the following :
- It is expected that the Korea-UNDP MDG Trust Fund
Project with the utilization of the state-of-the-art nuclear
technology can contribute to the betterment of the
developing countries in a tangible manner.
