Starting date : June 2003
Duration : 3 years
GEF implementing agency: UNOPS
Executing agency: UNDP
GEF Programme framework: Enabling Activity
Sector and subsector: Environment/ Climate
Change
Primary type of intervention: Capacity Building
Primary target beneficiaries: National climate
teams
Total budget (including in-kind contribution): 2,831,696$
Global context : UNFCCC, GEF

Strengthen the capacity of participating
countries to improve the quality of their national inventories in the
context of their commitments as parties to the United Nations Framework
Convention on Climate Change
o decisions 10/CP.2, 11/CP.2, 2/CP.4, 10/CP.4, 10/CP.5
o FCCC/CP/2001/L.2 and L.4, articles 4.1(a)(b) and 12.1(a) of the Convention

Improvement of EFs and data
o non-Annex I parties are “encouraged to formulate
cost-effective national and, where appropriate, regional
programmes aimed at the improvement of local emission
factors and appropriate data gathering.”
Decision 10/CP.2
Global context – SNC NAI Parties
UNFCCC Guidelines (Decision 17/CP.8)
 Inventories are key element of SNC
 Parties shall estimate inventory for 2000
 Invites NAI Parties to use elements of
Annex I guidelines for NCs
 Parties are encouraged to apply IPCC
GPGUM
– to perform key source analysis
– to describe procedures and arrangements (NIS)
– to provide information on methods (NIR)

declines are beginning to be
reversed in most countries.
comparable developments are
presented also in the 1st NC of
other countries from this region
Az

the collapse of the SU in the
1990s and transition of
governments => dramatic
declines in economic output
(30% to 60 % of GDP in CEE and
CIS region)

Regional context (2)


Emissions in region are increasing and
uncertainties in GHG emissions is
assessed as high
Low level of awareness by decision
makers
– Missing long term strategies
– Remaining problems with institutional
arrangements - low sustainability of NIS
– Limited resources and capacity
– Communication barriers, data gaps
10 outputs are defined
within the project
What we do (Main objectives)
1. Strengthen institutional arrangements for
compiling, archiving, updating and managing
greenhouse gas inventories
2. Create sustainable inventory processes
[Tools, expertise]
3. Enhance technical capacity for preparing
national inventories
4. Improve national methodologies and emission
factors
Improved Documentation and Transparency
=>Increased Sustainability

How we do (1)




Iterative process
Review of national objectives and priorities
(project document developed)
Development of detailed national workplans;
harmonize schedule, deliverables
No duplication - Complementary approach
(1NC->top-up ->regional project ->SNC)

How we do (2)



the project includes common activities for all
participating countries carried out under a
regional umbrella
countries may choose the remaining
activities to carry out based on national
priorities
concept of emission key sources (allows the
approach to be replicated for use in other regions
with only minor modifications )
Regional priority key sources for
improving GHG emission
inventories
1. CO2 emissions from
mobile combustion
sources
2. CH4 from solid waste
treatment
3. Fugitive CH4 emissions
from oil and gas
4. CH4 emissions from
enteric fermentation


Regional website
On line assistance to the countries
(technical, managerial)
UNDP-GEF knowledge network
Database of regional inventory experts
Revision of countries’ products
Development of awareness materials
Peer review of national inventories
Development of GP training tool (NCSU)
Regionally driven activities (2)
(regional support unit)

Workshops, trainings (4-5 regional)
– Long-term inventory strategies and QA/QC programs
– Documentation, archiving [GP in inventory
documentation]
– Data collection strategies, alternative methods
– Improvement of regional EFs for selected key sources
– Development of Awareness campaign strategies
– Introduction to uncertainty assessment


Countries’ key products
Deliverables









National manual of (inventory ) procedures compiled
Applied EFs documented and archived
2-3 improved emission factors
Uncertainties of key source emissions reduced
National long term inventory improvement strategy
developed
National QA/QC plan elaborated
Peer review reports compiled
National experts trained in good practice
Awareness campaign implemented
Current status of the project


training materials, templates
developed & distributed
countries completed detailed work plans (contracts
issued), regular reporting in progress

countries completed first products

2nd regional training June 2004

regional webpage established (EDG regional forum,
DB of regional inventory experts…)

+ and - of regional
approach
-
Comparable structure of emission
sources
-
-
-
-
Historical experience
Political situation, legal framework
Economical development
Climate conditions
Lower costs for project and
country as well
Easier exchange of experience
(Language, Distance)
Replicability
Added value of expert


Less experience
with this type of
the projects
Need to
harmonise the
time schedule
among the
countries
Benefiting areas /activities






2nd National Communications under the UNFCCC
Improved quality of national inventories for CDM / JI
projects
National inventories for non-GHGs (SO2, NOx, CO,…)
– targeted air quality improvement plans
Emission projections/scenarios => more realistic
abatement strategies, mitigation options
Increased public and stakeholder awareness
Increased sustainability of national inventory
system
Thank you for your
attention
