Rationale for Mainstreaming
 National Action Plan on Climate Change (NAPCC) has resources
allocated and would entail coordination with major departments
to implement those activities.
– Climate change Action programme under the 12th five year plan with MoEF
as the nodal ministry. An allocation of 290 crores for the scheme
 There is a growing recognition that Adaptation to climate Change
is a part of the developmental process rather than separated from
it
 Climate change must take a “no-regret” approach. It emphasizes
measures that should be taken regardless - even in the absence of
climate change - because they contribute to the development
process of the local community
– At the same time, they put community in a better position to adapt to or
mitigate the effects of climate change

Lessons learnt
 Creation of new structures to implement Climate change adapatation vis a
vis making use of the existing ones through Convergence
– Climate change Adaptation is not an isolated activity and hence may not have a separate plan
– Sector plans must integrate Climate change activities
– In other words the existing sector plans need to be Climate proofed
 Capacities of members of District Planning committees need to be strengthened
on issues related to Climate change adaptation
 Additionality of climate project needs to be identified and early movers would
have the advantage.
