Points
Objectives
• To examine policy implementation options for
Reducing Emissions from Deforestation and
forest Degradation (REDD)
• To enable sharing views among ASEAN
countries on the development of REDD+
strategy and policies as well as implementation
measures and project activities
• To consider areas of regional cooperation among
the ASEAN Member States
• Share specific information and experiences on
REDD pilot project

Outcomes and Recommendations
from the Workshop
1-Possible areas of regional
cooperation for consideration
• The workshop recognized the need to develop a joint
fund-raising plan to ensure the availability of
finance for various activities
• Individual countries may take the lead in taking
various agenda items and turn them into funding
proposals
• AMS may also consider developing a joint strategy
to reach out to bilateral and multilateral funding
agencies
• strategy should further address the shortage of
experts ensuring building, mobilizing and effective
use of human resources and staff.
2-Specific Recommendations
There are 3 specific recommendations for joint research
and collaboration activities :
1. Policy analysis for climate change and forests
▫ Assess policy implementation with regard to climate change
issue (mitigation and adaptation)
▫ Conduct Costs and impact analysis
2. Coordination of implementation
 Trans-boundary forest management policies
 Review ASEAN communities blueprints in the context of
REDD plus
 Share of information on UNFCCC negotiation and
international development
3. Pilot projects and implementation activities
 Sharing lesson learnt from pilot activities
3-Elements for consideration towards an
ASEAN position to the UNFCCC negotiations
on REDD plus
In addition to elements of a common ASEAN position submitted at
Poznan COP14 conference, the following elements should be
considered :
• Set up fund under ASOF with technical support from development
partners
• Support the agreed position of G77+China that funding window for
REDD plus should be established and accessible to all non-annex 1
parties. This should includes but not limited to :
▫ Funding window should provide capacity building, carbon accounting
and inventories, technology transfer, policy implementation, and
institutional arrangements
▫ It should support regional and country-level actions and conservations
• REDD plus should be considered separately from Nationally
Appropriate Mitigation Action (NAMAs)
Elements for consideration
• Domestic leakage should be avoided but international leakage
should not be considered in this context
• Countries should be allowed to choose among market and fund
based approaches, and a combination of two
• Countries should be supported to come up with RPLAN as soon as
possible within ASEAN cooperation framework
• Incentives both from market and funds should be provided taking
into account the need for adequacy, predictability, and sustainability
of support
• International commitment from developed countries to support
REDD plus action should be binding
• Regarding LULUCF accounting rules for annex 1 countries, the
consideration of option 1 (activity-based accounting) and option 2
(land-based accounting) should be followed very carefully to the
extend that it may affect opportunities for REDD plus
Elements for consideration
• The elaboration of a common ASEAN REDD position paper should
be considered prior to COP15, including assessing the options
mention in the previous point. An additional workshop would be
needed to achieve this. International legal expert should be call
upon to support the elaboration of the paper. Time should be
allowed for due consideration before any possible Ministerial
declaration on the matter
• The establishment of an ASEAN negotiation group on REDD plus
can be considered before COP15. It should be noted that domestic
inter-Ministry coordination is also required before statements can
be made at high level segments. Activity at the level of contact group
(and G77 meetings) might be more effective. However, excessive
ASEAN coordination time should be avoided so that ASEAN
negotiators can effectively participate in G77 coordination and
contact groups
• ASEAN coordination may be made more difficult by the fact that
some countries only send two delegates. Support should be
requested to enable larger delegations.
