Rising Above the Gathering Storm
Energizing and Employing America for a Brighter Economic Future
Committee on Prospering in the Global Economy of the 21st Century: An Agenda for
American Science and Technology, National Academy of Sciences, National Academy of
Engineering, Institute of Medicine
FINDINGS
Having reviewed trends in the United States and abroad, the
committee is deeply concerned that the scientific and
technological building blocks critical to our economic
leadership are eroding at a time when many other nations are
gathering strength.
By 2010 … if current trends continue … more than 90% of the
world’s scientists and engineers will be living in Asia.
Although US fourth graders score well against international
competition, they fall near the bottom or dead last by 12th grade in
Mathematics and Science, respectively.
56% of engineering PhDs in the US are awarded to foreign-born
students.
Past 3 years alone, China & India have doubled production of 3- and
4-year degrees in engineering, computers science and IT, while the
US production of engineers is stagnant and CS and IT have doubled.
The Green Revolution Begins at Home
The pipeline to the Green workforces begins at the
elementary level.
• Teach sustainability literacy so it will no longer be considered
optional
• Challenge and engage students with real-world environmental
situations so they can be part of the solutions
• Provides a platform and a context for learning that is a meaningful
and relevant to their life
• Green education inspires students and impacts change in the
community

Protection, Economic Growth and Social Development.

Green Jobs will:
Create 2 million new jobs nationwide over two years
Reduce the unemployment rate
Bolster employment especially in construction and manufacturing
Provide opportunities to rebuild career ladders through training, retraining and
workforce development

Contribute to the reconstruction of local communities and public infrastructure all
across America, setting us on a course for a long-term transition to a low-carbon
economy that increases our energy independence and helps fight global warming.

• With new technologies, innovations and inventions on the horizon, many
green jobs do not exist yet and will need to be created to meet societal
needs
• Corporate and labor unions retraining programs
• Increased global population, a decrease of available resources and climate
change
The Road to Green Jobs
• Sustainability Literacy at the elementary school level
• The pipeline for green jobs begins at the middle school level with green
