Guiding Principles
• The COP, as the supreme body of the Convention, shall exercise its
authority over and provide guidance to the financial mechanism, and
shall decide on its operation, and on the policies, programme priorities
and eligibility criteria for financing purposes.
• The level of developing country action is dependent on the level of
financial support.
• The financial regime has to guarantee distributive justice and thematic
balance.
