2007 Energy Independence and Security Act
(EISA)
• Extends the Renewable Fuel Standard (RFS), requires
fuel producers to use at least 36 billion gallons of
biofuel by 2022:
15 billion gallons as corn-ethanol, by 2015
16 billion gallons as cellulosic biofuel, by 2022
5 billion gallons as advanced biofuel, by 2022
• Life-cycle greenhouse gas (GHG) emissions from
biofuel production will be regulated by EISAct of 2007
• Compared to gasoline:
Corn-ethanol must reduce GHG emissions by 20%
Cellulosic ethanol must reduce GHGs by 60%
Advanced biofuels must reduce GHGs by 50%
Low-Carbon Certification of Biofuels

California Low Carbon Fuel Standard seeks to
reduce GHG emissions from transportation fuels by
10% by 2020 (Arons 2006)
•
LCFS requires new certification methods to analyze
the life-cycle emissions of biofuels by Dec. 2008.
