The British Embassy and Climate Change
Foreign and Commonwealth Office has 4 policy goals:
> Counter terrorism, weapons proliferation and their causes
> Prevent and resolve conflict
> Develop effective international institutions, above all the UN and EU
> Promote a low carbon, high growth economy
The British Embassy Warsaw established a Climate Change & Energy Unit in April 2008.
Objective: to promote a low carbon, high growth economy within Poland as a means for prosperity,
economic growth and energy security.
What do we do?
> Explore opportunities for cooperation within the field of climate and energy; engage with the
government, politicians, business community, NGOs and the media
> Organise ministerial visits and arrange exchanges of experts to share best practice
> Develop projects to promote low carbon solutions

Conference in Copenhagen, 7-18 December
What can we expect from Copenhagen?
> A legally binding treaty – not possible
> A political agreement - yes
Key elements of political agreement:
> Developed country reduction targets
> Developing country actions
> Finance arrangements
> Monitoring, reporting and verification arrangements
UK Renewables
Why do we need to develop renewables?
>
Consumption and demand for energy is on the rise
>
Vast majority generated by fossil fuels (not sustainable)
>
Under the EU 2020 Package, UK target of 15% of total energy by 2020
How will the UK achieve this?
Renewable Energy Strategy:
>
will help to reduce UK CO2 emissions by over 750 million tonnes by 2030
>
increase our energy security – reduces fossil fuel demand by around 10%
and gas imports by 20-30% against 2020 projections
>
provide green jobs, up to 500,000 through an expected £100bn new
investment
How will the UK achieve this?
The lead scenario in the RES would result in:
>
more than 30% of electricity generated from renewables – up from 5%
today
>
12% of heat generated from renewables – up from negligible levels today
>
10% of transport fuels from renewables – up from 2.7% in 2009
Biogas
>
currently under-deployed
>
estimates of 27TWh available for heat
UK Action
UK government commissioned a paper setting out its ambitions for
Anaerobic Digestion (Anaerboic Digestion – Shared Goals)
Anaerobic Digestion Task Group – 46 recommendations, including:
> the separate collection of food waste
> the regulatory framework for the co-digestion of sewage sludge with other
feedstocks
> research and development
> the regulatory framework for the injection of biomethane into the gas grid
> the Anaerobic Digestion Demonstration Programme – a £10m fund for
projects that will demonstrate innovative uses of anaerobic digestion to
create renewable energy. So far 5 projects have been approved
> monitoring and reporting on the uptake of anaerobic digestion
