About LEIF:
Founded in 1996 by the Ministry of Environment; main
task – to support public and private sectors in realization
of environmental projects and projects to reduce the
negative impact of economic activities on environment.
On 29th of April, 2004, (order of the MoE) LEIF has been
authorized to carry out the function of GHG Registry and
JI projects administration.
Climate Change Division was founded in 2005.
Currently 3 persons employed. Servers – in the MoE,
outsourced IT services.
Mechanisms of the Kyoto
Protocol
• European Union Emission Trading System
(units - EUA, AEUA lt. ATL);
• Joint Implementation mechanism
(units - ERU, lt. TMV);
• Clean Development mechanism
(units - CER, lt. PTMV).
EU Emission Trading System (I)
• European Union Allowance (EUA) - an
allowance to emit one tone of CO2 eq gases.
EUAs are allocated for installations under the
National Allocation plan (NAP, lt. NPP) framed
by Member State and ratified by the European
Commission.
• The target - to obtain economically effective
reduction of GHG emissions in the different
industrial areas.
• From 2012 onwards - special units for aviatorsAEUAs.
GHG Registry
Each operator shall hold its allowances and other Kioto units in
the Operator Holding account in the national GHG Registry.
GHG Registry – standardised electronic database form. It is
established, administrated and serviced under the Article 6 of the
decision 280/2004/EB (Regulation of registries) and connected with
CITL (EU) and ITL (UNFCCC).
Legal and technical basis:
• On 16 May, 2005 – order of the MoE on establishment of GHG
Registry.
• On 8 June, 2005 – Registry Regulations (ammended on 4 November,
2008).
• On 14 November, 2005 – start of the GHG Registry. Address:

• 16-23 October, 2008 - established connectivity with the ITL.

Requirements for opening of
Operator Holding Account (OHA)
• Application form (Annex 3, Registry Rules,
3 December 2008);
• The copy of IPPC permit (titular page, EUA quantity,
obligations);
• Registration certificate and the Statute of the legal
entity;
• Original document and a copy of ID card or passport
of the Primary (PAR) and Secondary Account
Representatives (SAR);
• Document certifying that the annual account holding
fee is paid.
Additional requirements for the
documentation of foreign persons
Transcripts of the registration certificate or extract from the Registry where
the legal entity file, extract and transcript of the statute are kept, shall be
legalized and presented in accordance of the procedure description of the
Document Legalization and Approval Certificate (Apostille), approved by the
decision No. 1079, 30 October, 2006 (Žin., 2006, Nr. 118-4477).
The transcript certifying the ID of the foreign natural person, issued by
foreign country (the transcript and its translation) shall be legalized and
presented, pursuant to the Regulations for Consular Legalisation of
Documents approved by the order No. 39 of 21 July, 1997, of Ministry of
Foreign Affairs (Žin., 1997, No. 78-2001).
Registry fees for 2009:
1. Fixed fee for the opening of account – LTL 3500;
2. Fixed fee for the holding of 1000 allowances in OHA
(operators only) – LTL 64,35;
3. Annual service fee (all registry users) – LTL 1142;
4. Nominal fee for data reports (all users) – LTL 2.
