Background
• Bilateral Agreement for establishing center of
excellence under Debt Swap phase II
• “Sexy” health issues in Indonesia-post MDGs:
– Climate change, population, social and economic
changes have impact on human health
– The struggle to contain rising rates of noncommunicable diseases

• Challenges for universities on research
– Bureaucratic entity, more focused on teaching
than research, research culture is not yet
cultivated
– Uncoordinated research activities within
university and inter-university

• Gadjah Mada University (UGM) as one of
leading institutions in Indonesia has sufficient
infrastructure and capacity to accommodate
the Research Center.
• For the purpose of social accountability, UGM
will assist other universities to uplift their
research capacity

Purposes
• Main Purpose: Establishing a University
Consortium on Global Health
• Specific Purposes:
– To strengthen researches capacity (human resources,
finance and infrastructure) on Global Health at UGM,
UNSOED, UNAND, UNMUL, UNDIP
– To strengthen research coordination and management on
Global Health at UGM, UNSOED, UNAND, UNMUL and
UNDIP

• To strengthen collaborative researches on Global Health
between Heidelberg University, Ludwig Maximilians
University-Munich, DKFZ, Senckenberg Museum, and
University Consortium on Global Health
• To transfer, share and disseminate advances in sciences,
technology, knowledge and skills on Global Health issues
• To contribute to the Indonesian Policy Makers on how to
tackle global health issues

Purposes
• To collaborate in getting research funds from international
agencies
• To promote sustainability through equal partnership
• To assist the Indonesian Government in achieving MDGs
• To promote collaboration with other funding agencies and
partners, nationally and internationally

in developing and running the Program

– Building Commitment between partner
universities in German and in Indonesia and the
Directorate General of Higher Education
– Appointment of Core Team
– Workshop for finalizing the proposal in Indonesia
– Launching joint collaboration and signing of MOU
between Partners

• Building the Foundation: led by the German

– Director of the consortium is from German
– Vice Director of consortium is from Indonesia
– Situational analysis in Indonesia in relation to the
research areas
– Developing roadmap researches for each area
– Needs identification of human resources,
infrastructures and financing in each Indonesian
partner
