Norway’s CERN membership
Nordic cooperation in CERN Council
Bjørn Jacobsen
Special Adviser
Norway in ”Big Science”
 CERN: Norway was one of 12
founding Member States (1954)
 ESA: Norway joined in 1987
 Norway is also member of EMBL
and ESRF
 Not member of ESO (too small
research community?)
Norwegian scientists pioneered the field of
accelerator technology
 Rolf Widerøe og his team developed
and constructed the first operational
betatron in Europe
 Odd Dahl led the construction of
CERN’s first accelerator (completed
in 1957)
 Dahl was also instrumental in the
development of the proton
synchrotron, which was the world’s
largest accelerator at the time
(completed in 1959 and still
operating)
 Kjell Johnsen led the construction of
the ISR – Intersecting Storage Rings
(completed in 1971)

High Energy Physics in Norway
Red: Universities – Oslo, Bergen,
Trondheim
Blue: University Colleges currently
involved at CERN, some also involved
in ATLAS/ALICE. Technical students
mainly come from the UCs.
Total number of users 80-100
(including PhD students and technical
students)
Norway participates in ATLAS, ALICE,
WLCG (Grid), CLIC, ISOLDE
In general, the research is of high
quality, as documented by
international evaluations
 No national HEP labs (but
collaboration w/SINTEF,
4 IFE)
CERN Research Programme: Basic budget numbers
(2006-2011) in 2006 prices
High energy particle physics (ATLAS):
total 41195 kNOK (~5.2 MEuro)
High energy nuclear physics (ALICE):
total 36889 kNOK (~4.6 MEuro)
Advanced instrumentation:
total 27632 kNOK (~3.5 MEuro)
Additional funding:GRID infrastructure; Independent
projects
Norway @ CERN
 Delegation in Council and FC: E. Osnes, O.P.
Nordahl, B. Jacobsen (currently represented by
Permanent Mission in Geneva)
 2011: Norway contributes 2.6% of CERN budget
(28.6 MCHF = 22.4 MEuro)
 Number of staff too low
 Number of fellows and students much improved
(high success rate recently)
 Industrial return low, but improving

Norway @ CERN: Industrial Returns
(2006 to 2010)
Nordic cooperation @ CERN
 Nordic Member States are often perceived as a well
coordinated group
 Similar societies, culture, languages (except
Finland) -> common views (?)
 Similar challenges: Recruitment, industry contracts
 Small Member States, but
 Together > 8% of CERN budget
Nordic Research Collaboration @ CERN
 WLCG Grid, Nordic Data Grid Facility (Tier 1 centre)
 NorduCLIC
 ATLAS
 ALICE
Nordic Cooperation within CERN Council
 Biannual Nordic CERN meetings: Exchange of views
and information; try to find common positions (not
always possible)
 But sometimes competition (industrial contracts)
 Funding agencies in Nordic countries all have
relatively small number of staff working with
international research organizations
 CERN has many committees; difficult to attend all
meetings
 Common Nordic representative in TREF: convey
views, report after meetings
Nordic positions @ CERN committees:
 T. Åkesson (Lund): President of Council (20072009)
 E. Osnes (Oslo) Vice President of Council (20042006)
 Steinar Stapnes (Oslo): Scientific Secretary for
European Strategy for Particle Physics (from July
2008); previously Deputy Spokesperson for ATLAS;
Project Scientist for CLIC from July 2011
 D-O. Riska (Helsinki): Chairman of Pension Fund
Governing Board (from 2011)
 Bjørn Jacobsen (RCN): Chairman of Finance
Committee (from 2011)
