What is
communication?
There are many definitions of communication,
and the discussion is ongoing
Communication is the process of conveying
information from a sender to a receiver with the
use of a medium in which the communicated
information is understood by both sender and
receiver. From Wikipedia, the free encyclopedia
Obligations
 For
EU-funded
cooperation
projects,
communication is mandatory according to
contractual procedure
 Through communicating, EU-funded projects are
telling their story. They are saying who they are,
what they do, why it is of interest to the public etc.
 The projects are the ‘living proof’ that the
cooperation and support through the EU’s
Neighbourhood Policy exist and do work on the
ground, having the citizens as the final beneficiary.

• should be launched directly by the EMYU on their
website after EU DEL ex-ante approval of the
Guidelines
• to increase visibility, Guidelines could be also
published in the EuropeAid web and EU Journal, or
simply in the EUD web
• Some EUD also wants to publish the Calls, this
clearly remains a EUD decision to make with the
EMYU; in such a case the publication must be done
the same day in the EMYU (and RCBS) and the
EUD/EuropeAid/ EU Journal

Multilingualism
Your website is multilingual!
• you can manage translations in several languages
either in the public interface or in the back office.
• For this reason, the site tree has to be defined precisely
• The first entry levels are the languages in which your
content will be available.
• The site then is organized as follows:
English Section

section 2 in English

French Section
section 1 in French

Section
• Before adding a page on your web site, we
suggest you put up a tree in which you will
store your pages. This is the sections function.
• To create a new section, choose a language
and click on a sub-section. You will need to
give it a title (and possibly write a short
description)
• Be careful about the language tab of the
section. If it is misinformed, it could cause
problems for navigation.

Classify sections
• you can classify sections by assigning a
number before the title.
• For example, if I want to put the section
"about us" before the section "useful links"
just head the sections‘ titles as follows:
• "01. About us”
• "02. Useful Links"
Spip automatically hides the sections numbers

Article
• Once your first section is created, you can add
content.
• Pay attention: a section is visible to
everybody if it contains at least one article. To
create an article, opt for the button create a
new article in the chosen section.

Add images
or documents
• select from your PC the image or doc that you want to
add
• The uploaded file will have a unique assigned
identifier number
• Your first document will thus be identified as number
1. If the document number 1 is an image, you can
include it in your text by adding the following code
<img1> put these codes in the place of the text you
want.
• To refine the layout, you can use the following filters:
<img1|left>, <img1|center>, or <img1|right>.

How to change
attachments of an
article
• Delete the previous doc
• Upload the new one
• Using this code, modify the identifier number
of the doc: [nameofthefile ->docXXX]=
[Guidelines->doc155]
