Objective 1: ILI surveillance (1)
• Pandemic response built on existing
systems
– Most improved from H5N1 support, but not all
countries have NIC yet
– Some expanded in response to Pandemic
H1N1: Laboratory capacity, number and
geographic spread of sentinel sites, EBS, use
of hotlines
• Importance of change over time:
– Case definition and sampling strategy
– Laboratory testing algorithms

• Further systems strengthening required
– Training
– Surge capacity: reagents, people etc
– Surveillance of remote or vulnerable
populations
– Development and dissemination of guidelines:
specimen collection, transport of samples,
laboratory procedures, testing algorithms and
prioritisation.
Objective 2: NIC Contingency plans
• Are not in place yet, but the need for these
are recognised and currently being
prepared
• Need to address surge requirements and
possible disruptions to services
• Should be incorporated into National
Preparedness Plan and complement other
systems in place.
Objective 3: Transitioning response
measures (1)
• Competing priorities can limit response capacity
• Mitigation measures implemented even within
containment phase: personal hygiene, voluntary
isolation
• Issues with transition and change in response
measures
– Triggers tend not to be in place.
– Triggers when determined need to be communicated.
• Need for risk communications to all stakeholders
including clinicians, policy makers, public and
staff

• Minority groups not addressed
– important as for example, in Australia they
have been greatly impacted
• Importance of ONGOING RISK
ASSESSMENT process.
Objective 4: Regional information
sharing (1)
• Forum rather than published document
would allow for further information sharing
(and less official)
• Practical focus:
– lessons learnt with community spread
– Vaccination
– evolution of viruses
– drug resistance
– treatment recommendations

– Reagents
– technology transfer
– Training
– Vaccines when available
