Senate Will Not Put Forth a Comprehensive Medical
Innovation Bill; Instead Will Work on Several Smaller Bills
House Passes H.R. 6:
21st Century Cures Act
Senate HELP Committee Decides
Not to Take Up 21st Century Cures Act
Passed by the House overwhelmingly in July
2015, the legislation aims to accelerate the
process through which medical innovation
translates into practice. It covers everything
from discovery to research funding, drug
development, FDA approval, and Medicare
Chairman of the Senate Health, Education, Labor and
Pensions Committee Lamar Alexander (R-TN) said
that the panel will not put forth a companion measure
to the House’s 21st Century Cures bill. Instead the
committee plans to vote on at least seven smaller bills
that have bipartisan support, beginning on Feb. 9
The 21st Century Cures Act includes $8 million in additional funding for the NIH; however
Senate Republicans and Democrats have not agreed on how to pay for the bill

The committee plans to vote only on
bipartisan-sponsored bills, similar to
the manner in which it passed major
bipartisan education reform. The
committee intends to give each
issue appropriate attention and will
discuss some of the more difficult
bills in March and April
Issues the committee plans to vote on include:
• Improving the interoperability of electronic health records
• Modernizing the FDA and NIH
• The President’s Precision Medicine Initiative
• Cancer Cure ‘Moon Shot’ to be led by VP Joe Biden
