Analysis
• The Senate voted 48-47 to reject an amendment
proposed by Sen. Shaheen (D-NH) that would have
added $600 million in emergency appropriations to
combat the heroin and opioid-addiction epidemic
• The main bill, introduced by Sens. Whitehouse (D-RI)
and Portman (R-OH), is the Comprehensive Addiction
and Recovery Act of 2016 (S. 524), which would
authorize the Justice Department to issue grants to
states for combatting drug abuse, as well as
increasing access to drugs that counteract overdoses
• Democrats argue that the bill will not be effective
without additional funding
• Republicans rejected the emergency funding, arguing
that the spending bill approved last year included
$400 million to combat drug addiction, and that
more can be added during the upcoming
appropriations process
