INTRODUCTION : OBJECTIVE OF THE
PRESENTATION
• THE INITIAL CP DATA COLLECTION TEMPLATE WAS
TESTED IN SOUTH AFRICA AND IN SWAZILAND.
• THE OBJECTIVE OF THIS PRESENTATION IS TO
SHARE LESSONS LEARNT FROM THIS PILOT
EXERCISE
INTRODUCTION: CONTEXT OF THE
MISSION
• FIRST JOINT SRO-ACS CP DATA COLLECTION MISSION
• MISSIONS TO TWO COUNTRIES WITH DIFFERENT
LEVELS ON STATISTICAL DEVELOPMENT (SOUTH AFRICA
AND SWAZILAND)
• CP DATA COLLECTION TEMPLATE STILL IN ITS INITIAL
VERSION
OUTLINE OF THIS PRESENTATION
• Organization of the mission
•
•
• Roles and responsibilities
• Activities prior to the mission
• Data collection and data update
Key findings
• Focal Point roles
• Issues related to data
• Sources used to fill the template
Key lessons
• General lessons
• Specific lessons
• General lessons
• Preliminary activities
• Data transmitted
• Other lessons
ORGANIZATION OF THE MISSION
ROLES AND RESPONSIBILITIES
• TWO DIFFERENT ORGANIZATIONS IN BOTH COUNTRIES
• SOUTH AFRICA
• ACS TOOK CHARGE OF ALL DATA RELATED ACTIVITIES
• SRO LEADED THE DISCUSSIONS ON THE POLICIES AND DEVELOPMENTS IN THE COUNTRY
• SWAZILAND
• ACS FOCUSED MORE ON DATA QUALITY (IDENTIFICATION AND QUALITY OF DATA SOURCES,
COHERENCE OF DATA, TEMPLATE UPDATE…)
• DISCUSSIONS ON DATA ISSUES WAS LEADED BY BOTH SRO AND ACS
ACTIVITIES PRIOR TO FIELD MISSION
• SRO
• SENT QUESTIONNAIRE TO NSO’S FOCAL POINT
• IDENTIFIED AND SECURED MEETINGS WITH KEY PARTNERS
• REVIEWED LITERATURE ON RECENT DEVELOPMENTS IN THE COUNTRY
• ACS
• COMPILING DATA AND DATA SOURCES AVAILABLE AT ACS LEVEL
• VISITING COUNTRIES’ WEB SITES TO EVALUATE ONLINE AVAILABILITY OF DATA, TO IDENTIFY RELIABLE
DATA SOURCES, TO FILL DATA GAP.
RESULTS OF THIS PRELIMINARY ACTIVITY
• TWO DIFFERENT RESULTS DEPENDING ON COUNTRY
• SOUTH AFRICA
• MOST OF DATA ARE AVAILABLE ONLINE
• STATISTICS SOUTH AFRICA (STATSA): WWW.STATSSA.GOV.ZA,
• RESERVE BANK (SARB): WWW.RESBANK.CO.ZA,
• REVENUE SERVICE (SARS): WWW.SARS.GOV.ZA
• […] BUT, SOMETIME NOT IN DESIRE FORMAT,
• GDP BY EXPENDITURE, VALUE ADDED BY INDUSTRY…
• NATIONAL ACCOUNT DATA IN DESIRED FORMAT AVAILABLE ON RESERVE BANK, BUT THERE IS TIME LACK BETWEEN
STATSA GDP UPDATES AND SARB DATABASE UPDATE
RESULTS OF THIS PRELIMINARY ACTIVITY
(CONT’D)
• SWAZILAND
• DATA ARE NOT ALWAYS AVAILABLE ONLINE. WHEN IT IS THE CASE, THERE IS TIME LAG BETWEEN
PUBLICATION AND ONLINE AVAILABILITY OF THE REPORTS.
• HOPEFULLY, DATA VALIDATION AND RECONCILIATION WORKSHOP FOR THE AFRICAN STATISTICAL
YEARBOOK (ASYB) 2016 HELD IN APRIL 2016 PROVIDED SOME SUBSTANTIAL REPORTS AND DATA
• POPULATION PROJECTIONS, TRADE DATA, NATIONAL ACCOUNT, EXTRACT OF CENTRAL BANK MASTER
TABLE:
• DATA FROM THESE SOURCES WERE USED TO START FILLING DATA TEMPLATE
DATA COLLECTION AND DATA UPDATE
ACTIVITIES DURING THE MISSION
• MISSION MET WITH KEY PARTNERS TO DISCUSS POLICY AND DATA ISSUES
• CONTINUED DATA COLLECTION
• PRELIMINARY DATA VALIDATION
• IDENTIFICATION OF FOCAL POINT FOR EACH INSTITUTION MET TO PROVIDE CP DATA AND FOR
FURTHER DATA ISSUES AND FUTURE REFERENCES
DATA COLLECTION AND VERIFICATION
• NO ACTION RELATED TO DATA ENTRY TAKEN BY STATSA FOCAL POINT SINCE ISSUES WERE FOUND
IN THE QUESTIONNAIRE SENT BY SRO
• DATA PROVIDED BY CSO’S FOCAL POINT IN SWAZILAND PRIOR TO MISSION WERE CROSS
CHECKED WITH DATA WE HAVE PREPARED. SO, DISCUSSIONS WITH CSO ON DATA FOCUSED ON
DATA GAP FOUND. MAJORITY OF THE ISSUES WERE FIXED AND CONTACT WAS TAKEN WITH
APPROPRIATE ORGANIZATION FOR THE REMAINING ISSUES
• SOME INDICATORS WERE UPDATED BY MIXING COMPARABLE SOURCES
• DATA VERIFICATION FOR SA CONTINUED AFTER THE MISSION SINCE THEY WERE SENDING DATA
PIECE BY PIECE AFTER THE MISSION
KEY FINDINGS
ROLES OF THE FOCAL POINT
• COORDINATION ROLE IN SOUTH AFRICA
• THE FP SENT PIECES OF QUESTIONNAIRE TO APPROPRIATE INSTITUTIONS (CENTRAL BANK, NATIONAL
ACCOUNT DEPARTMENT WITHIN STATSA…)
• EVEN OUR QUESTIONS WERE FORWARDED TO APPROPRIATE PERSON
• DATA ENTRY ROLE IN SWAZILAND
• THE FP REPORTED DATA USING VARIOUS PUBLICATIONS AND REPORTS
ISSUES RELATED TO DATA
• MIX OF NON COMPARABLE DATA SOURCES FOR SAME INDICATOR
• REPORTING ERRORS
• SUBJECTIVE DECISIONS TAKEN BY NSO’S FOCAL POINT
• CONCEPTS USED SOMETIME DIFFERENT FROM ONE COUNTRY TO ANOTHER
• SOME CONCEPT REQUIRES MORE CLARIFICATIONS
• QUALITY OF SOURCES PROPOSED BY COUNTRY
• AVAILABILITY OF UPDATED DATA IN DESIRED FORMAT

KEY LESSONS
GENERAL LESSONS
• THERE ARE REGULARLY PUBLICATIONS AVAILABLE ON-LINE THAT CAN BE USED TO UPDATE CP
DATA COLLECTION TEMPLATE. THESE INCLUDE ANNUAL AND QUARTERLY RESERVE BANK
REPORT AND NSO’S PUBLICATIONS.
• WE SHOULD BUILD PARTNERSHIP WITH INSTITUTIONS TO ACCESS THEIR PUBLICATIONS OR
DATA NOT AVAILABLE ONLINE OR LATE AVAILABLE ONLINE.
• DOCUMENT AND DATA COLLECTED BY THE ACS DURING ASYB 2016 DATA VALIDATION AND
RECONCILIATION WORKSHOP CAN BE USE TO START FILLING THE TEMPLATE
GENERAL LESSONS (CONT’D)
• IT IS ESSENTIAL TO HAVE PUBLICATIONS CALENDAR OF EACH NSO AND MAIN DATA PRODUCER
ACTORS IN COUNTRIES IN ORDER TO HAVE TIMELY UPDATED DATA
• PUBLICATIONS CALENDAR MIGHT ALSO GUIDE DATA COLLECTION OR DATA UPDATE ACTIVITIES
• PRELIMINARY DATA VALIDATION SHOULD BE CONDUCTED WHEN DATA ARE COLLECTED
• IT IS ESSENTIAL TO ALWAYS ADD A PRESENTATION NOTE TO GUIDE DATA ENTRY WHEN DATA
ARE COLLECTED USING QUESTIONNAIRE
• IF JOINT DATA COLLECTION MISSION, ACS AND SRO SHOULD WORK CLOSELY AND IN
SYNERGY ON DATA RELATED ACTIVITIES.
SPECIFICS LESSONS: PRELIMINARY ACTIVITIES
• DATA COLLECTION SHOULD START WELL IN ADVANCE AND BEFORE MISSION TO COUNTRY. IT
MIGHT CONTRIBUTE TO IDENTIFY FOCUS AREA FOR SPECIFIC ANALYSIS AND PREPARE DATA
COLLECTION TEMPLATE TO COLLECT ADDITIONAL INDICATORS.
• TEMPLATE PREFILLED WITH AVAILABLE DATA SHOULD BE SENT TO FOCAL POINT WELL IN
ADVANCE SINCE THE FOCAL POINT MIGHT NEED TO COORDINATE WITH OTHER NATIONAL
INSTITUTIONS
SPECIFICS LESSONS: DATA TRANSMITTED
• Z0 = DON’T TRUST DATA RECEIVED FROM THE FP AT 100% LEVEL. TEMPLATE TABLES FILLED BY
COUNTRY SHOULD BE CAREFULLY VERIFIED AND VALIDATED USING SOURCES PROVIDED.
• WE SHOULD ALWAYS REQUEST COUNTRY TO GIVE DETAILED INFORMATION ON THE SOURCES
USED FOR EACH INDICATOR FOR FURTHER VERIFICATIONS AND DATA VALIDATION. THE SOURCES
INCLUDES LINK TO DATA TABLES COMING FROM ON-LINE DATABASE, SOFT COPIES OF
PUBLICATIONS IN WHICH DATA HAVE BEEN HARVESTED, SCAN OR PICTURE OF THE PAGE OF THE
PUBLICATIONS IN WHICH DATA WERE COLLECTED IF SOFT COPIES ARE NOT AVAILABLE.
• DATA FROM COMPARABLE SOURCES CAN BE COMBINED TO FILL THE GAPS
OTHER LESSONS
• NATIONAL STATISTICAL SYSTEM ACTORS WERE VERY RECEPTIVE AND EXPRESSED THEIR
INTEREST TOWARDS COUNTRY PROFILES.
• FOCAL PERSON FOR EACH INSTITUTION TO PROVIDE CP DATA AND FOR FURTHER DATA ISSUES
AND FUTURE REFERENCES SHOULD BE IDENTIFIED.
• WE NEED TO WORK CLOSELY WITH COUNTRY DATA FOCAL POINT FOR COUNTRIES WHERE
DATA AND RELATED PUBLICATIONS ARE NOT AVAILABLE OR IMMEDIATELY POSTED ONLINE.
