Richest countries/groups positions:
contradictory as Hell.
For example:
US, Canada, Australia, European Union
They defend:
Human Rights,
SRHR,
CSE
& SOGI
#AIDS2016 | @AIDS_conference
But they oppose:
Increasing of
international aid,
regulation of Financial
sectors, TRIPS flexibilities,
CBDR… the right to
development

Key Challenge 2:
Where is the Money to End AIDS?
MDG to SDG
From Billions to Trillions
“We need to mobilize $3.3 - 4.5 trillion a year,
in order to achieve the 17 SDG in the
developing countries alone. With the current
levels of financing for development, there is a
gap of $2.5 trillion every year”.
(UNCTAD, 2015)
#AIDS2016 | @AIDS_conference
AIDS advances…
Voluntary donations decreases.
UNAIDS estimates that international HIV
assistance will need to rise to US$ 11.6 billion
in 2020
But….
US$ 9,7 billions in 2013
US$ 8.8 billions in 2014
US$ 8,1 billions in 2015
#AIDS2016 | @AIDS_conference
We know where the
money is. Let’s get it.
Notional value of global
financial market is more
than 70 times the value
of world GDP. (BIS: 2010)

Global financial

World GDP

AIDS response

by 2020
GFATM needs

replenishment
#AIDS2016 | @AIDS_conference
We know how to get the money,
Governments don’t??
 Regulatory measures for curbing high-frequency speculation &
illegal capital flows;
 Regulation of tax havens
 Progressive tributary instruments for redistribution of wealth
 Financial Transaction Taxes to invest in sustainable development
 Accountability mechanisms aligned to the principles of
sustainable development & the promotion of human rights;
#AIDS2016 | @AIDS_conference
Key Challenge 3:
Inequality is growing, not decreasing
Only 1% of people owns
50.4% of the global
wealth; 2.4 billion
adults own only 1%
2015 Global Wealth Report
Credit Suisse.
Black/African
Americans accounted
for 43% of all new HIV
infections.
Black/African
Americans are 12% of
the US population
#AIDS2016 | @AIDS_conference
Key Challenge 3:
Inequality is growing, not decreasing
Red Flag: In Brazil, right now, all Ministers are men and white;
Gender-based violence is increasing everywhere;
Professors can’t talk about Gender within the schools.
#AIDS2016 | @AIDS_conference
Fierce debate at the UN
Lead by:
Holy See + unholy alliance
Qatar, Saudi Arabia, Iran, Russia, Belarus,
Indonesia, China, Trinidad and Tobago, Nigeria,
Djibouti, among others…
#AIDS2016 | @AIDS_conference
Key Challenge 4:
CSOs meaningful participation will be key
(again!!)
In 2015, CSOs in
109 countries were
under serious
attack (up from 96
in 2014). Civicus Report
Worldwide NGOs
are criminalized for
demanding rights.
Some governments
& international
cooperation
agencies pretend it
doesn’t happen.
#AIDS2016 | @AIDS_conference
There are not a single right,
that was handed to us without a fight!!
#AIDS2016 | @AIDS_conference
We need to End
AIDS while the
humanity
dismantles
and very little
rebuilds…
