Background
• ECA, November 2014: survey on the implementation of the 2008
SNA in all African countries
– to obtain up-to date information on the current state of the implementation
of the 2008 SNA
– to make related need assessment
• Three parts:
I. Basic information identifying countries and respondents
II. Activities required for the implementation of the 2008 SNA
III.General issues relating to actions taken and the expected transition date to
the 2008 SNA

• Conduct of statistical operations (censuses, surveys, studies, etc.)
• Training of national accountants
• Strengthening the institutional framework for the management
structure of the national accounts
• Adaptation of international classifications (activities, products,
etc.)

• Harmonization with other statistical systems such as the balance of
payments, public finances, etc.

Summary
• Most countries have an action plan for implementing the 2008
SNA
• Some have also taken follow-up actions
• Training needs, technical and financial assistance are expected
both from national authorities and development partners in the
following areas:
– capacity building of national accountant staff
– technical assistance missions
– financial assistance

– Updated business register
– Production of indicators with new classifications
– Statistical operations for the compilation of a base year
– Adequate resources (human, material and financial) for national
accounts
– Appropriate communication plan for all producers and users of
statistics
