Project background
Aim:
To develop indicators and indices that can be used to measure
territorial cohesion, complex territorial development, structural
issues, territorial challenges and opportunities as well as territorial
effects at different geographical levels and types of regions.
Main challenges:
- Find a shared understanding of territorial cohesion (TC) and of
means to achieve it.
- Define what to measure and how

Use of the results
- Representing divergence or convergence of
territories towards main EU territorial policy
priorities.
- Visualizing the regions that diverge clearly from
average / target and in what kind of policy priority.
- Classifying the regions by results: new typologies?
- Flexible indicators, will follow policy development
and data availability.
