the creation of a more competitive
and innovative talents in the country,
with the focus on training more topnotch specialists.
China’s First Medium and Long-term
Talent Development Plan (2010-2020)
The general goal of the plan till 2020 is cultivating a
group of talents with reasonable structure and high
quality, creating the comparative advantage of China in
talent competitiveness, entering into the talent-rich
countries and laying a talent foundation for the socialism
modernization to be basically realized in the middle
period of this century.
China’s First Medium and Long-term
Talent Development Plan (2010-2020)
The plan will increase the ratio of citizens with a higher
education background in the work force from 9.2 % in
2008 to 20% by 2020.
The plan stresses six categories of talents 1) political
leaders, 2) entrepreneurial talents, 3) professional
innovative-oriented talents, 4) highly skilled talents, 5)
agricultural talents and 6)social work talents.
Total talent pool from currently 104 million will increase to
180 million by 2020.

These objectives will be achieved through:

financial managers

living packages

through new policies such as
green card for foreign residents,
and issuing talent visas.

Up to now, over 2263 overseas talents have been
recruited through this program. Among them, 1290
are of foreign nationality and 111 are non-Chinese
original.
They have been making significant contributions in
various fields.
