Cardiff Council (1998)
• integration of environmental concerns into sectoral policies
(art. 6 Treaty of Amsterdam)
• assessment of environmental impact
Lisbon Council (2000)
• 2010 goal: to become the most competitive and dynamic
knowledge-based economy in the world capable of sustainable
economic growth with more and better jobs and greater social
cohesion
Göteborg Council (2001)
• an environmental dimension is added to Lisbon
• adoption of the Sustainable Development Strategy

Focusing on the Göteborg strategy
Indicators to be defined for the EU SD Strategy
No competition with Lisbon Structural Indicators, for they answer to
different needs (different time horizons/priorities)
Anyway, interaction is crucial and the Lisbon priorities shall be
integrated by the Göteborg strategy
A Task-Force on SD indicators was created
(12 Member States, 2 EFTA, 2 Accession Countries,
several EC DGs, OECD, UN-CSD, EEA)
Main objectives:
- initial list of indicators elaborated in Mar 2004 for the review of
the EU SD Strategy in 2004
- coordination with other SD initiatives
