New Low Voltage Directive 2014/35/EU
The new Low Voltage Directive 2014/35/EU was published
in the Official Journal of the European Union on 29 March.
Since a large number of changes had to be implemented in
the Low Voltage Directive 2006/95/EC in order to adapt it to
the rules of the legislative framework, the European
Parliament and European Council decided to publish a
revised version.
Among other things, the following amendments were passed
for manufacturers and distributors:

New Low Voltage Directive 2014/35/EU
• Trial modules which are produced for customer and application-specific
purposes and which are used exclusively by experts in research and
development facilities for such purposes are now exempted from the Low
Voltage Directive. (Annex II)
• The safety objectives were extended to cover domestic animals. (Annex I)
• In accordance with Annex III, the technical documentation must now include
a risk analysis and assessment.
• In accordance with the newly introduced Chapter 2, manufacturers,
authorized representatives, importers and traders are subject to extended
obligations. With a view to traceability, stricter regulations are listed for all
parties involved. For example, electrical equipment must bear not only the
name and address of the manufacturer, but also a type, batch or serial
number, so that it can be assigned to the technical documentation. In the
case of imports, the name and address of the importer must also be
specified.

• The requirements for the conformity assessment procedure were specified.
First, harmonized standards that were published in the Official Journal are to
be consulted, alternatively the safety requirements of the IEC standards, and
if no IEC standards are available for the product in question, suitable national
standards can be used.
• The new Low Voltage Directive must be applied as of 20 April 2016. Up until
then, electrical equipment that still complies with Directive 2006/95/EC may
be distributed.

6. Manufacturers shall indicate on
the electrical equipment their name,
registered trade name or registered
trade mark and the postal address
at which they can be contacted or,
where that is not possible, on its
packaging or in a document
accompanying the electrical
equipment. The address shall
indicate a single point at which the
manufacturer can be contacted. The
contact details shall be in a
language easily understood by endusers and market surveillance
authorities.

Instructions and safety information
7. Manufacturers shall ensure that the electrical
equipment is accompanied by instructions and safety
information in a language which can be easily
understood by consumers and other end-users, as
determined by the Member State concerned. Such
instructions and safety information, as well as any
labelling, shall be clear, understandable and intelligible.

Information of national authorities
8. Manufacturers who consider or have reason to believe
that electrical equipment which they have placed on the
market is not in conformity with this Directive shall
immediately take the corrective measures necessary to
bring that electrical equipment into conformity, to
withdraw it or recall it, if appropriate. Furthermore,
where the electrical equipment presents a risk,
manufacturers shall immediately inform the competent
national authorities of the Member States in which they
made the electrical equipment available on the market
to that effect, giving details, in particular, of the noncompliance and of any corrective measures taken.
