Safety at ECN3
in transition period

CERN EN/MEF
General Environment
ECN3 underground area enters a new life cycle:
1. Removal of NA60 experiment elements:
January to March 2010
2. Removal of NA48 experiment components (to
be re-used for NA62 or discarded):
March to June 2010
3. Installation of NA62: As of June 2010
Adapted sets of conditions and regulations must be
established to match each of these new
environments
Areas at ECN3
General safety scheme
• ECN3 underground area presents all major risks found at
CERN:
1. Large and heavy parts
2. Heavy handling
3. Work at height
4. Electricity, high and low voltage, high currents
5. Cryogenics
6. Use of gases, including flammable gases
7. Radiation
8. Strong magnetic fields
9. Confined spaces
10. Etc…
General safety scheme
We need to define, together with SC and safety coordinators, for each stage:
• What safety trainings are adapted to our environment and objectives:
– Basic training Level 1 + 2 + 3, plus adapted level 4 ???…
– Specialized training: first aid, electrical safety, use of flammable gases, work in
confined spaces ???
– For whom ?
• What PPE (Personal Protection Equipment) have to be worn (hard hat,
safety shoes, light, self rescue mask), where and when ???
• What procedures are to be used for the execution of WPs: WPA + VIC,
AOC, FP, IS37 when needed etc… ???
• How to control the potential activation of equipment removed, what
traceability: self testing, labels, bar codes… ???
• Are our detection systems adapted (smoke, flammable gas, ODH, radiation
monitoring…) ???
• Adapt the evacuation routes and corresponding signs !
• How to handle visitors: must be part of our communication scheme !
General safety scheme
Once all this is clear, we need advice on:
• Updating the signs
• Installation of adapted activation control
equipment
• Clearly identify the various zones:
–
–
–
–
•
Storage (in, out, recycling bins, activated equipment)
Circulation of persons
Visitors circuit
Specific PPE usage area
Enforcement of the rules
Safety in Work Packages
• Safety is included in the definition of the process of the WP:
– Description of the work procedure
– Analysis of the risks
– Mitigation actions proposed
• Safety shall be addressed in details in the WP
documentation and reviewed / checked during the WP
Analysis meeting in the presence of experts
• Checked on the spot during the VIC, lead by a CERN safety
coordinator
• Monitored throughout the execution of the WP by the
CERN representative of the Experimental Area
• Radioactive material handling strategy will be dealt with in
a separate dedicated meeting with RP
