Liberalisation and regulators influences:
cost and quality pressure
New features of components offer possibilities of network development or cost-savings
improvements of power quality:
•
•
•
•
•
Maintenance-free - RMU, (Circuit breaker and protection instead of fuses)
Condition based maintenance (CBM), reliability centered maintenance (RCM), Riskmanagement (Circuit Breakers, Transformers,) cost reduction comp. S. 5
Electronical Equipent for switching, LC-Resonant circuits, Thyristor switched
Capacitor equipment, super conducting fault limiter, electronical fault current limiter
Overhead lines: covered conductors, live line working and tools to reduce the costs of
maintenance and outages
cables: Improvement of backfillers, increased current capacity, improved insulation
materials, cost reduction, improved joints to reduce outages

Session 2: Power quality and EMC: 82 papers
• EMI: emmissions from broad band Power Line Carrier (PLC):
influence on the emissions, definitions of emmission limits
• Lightning, ground potential rise and neutral grounding
•
resonant grounding
low impedance grounding
Harmonics are basically produced by distorting loads (non linear loads) in all
voltage levels: TV-Sets, computers, compact fluorescent lamps etc.
20% of french networks
do not comply
with EN 50160, as in most
other European countries

Possible fields of further research:
• measurement programmes, limiting the emission from electronical devices
• Use of inverter based generators (e.g. from dispersed generation)
• Influence on the grid side by central harmonic compensation
Power quality measurement methods
•
•
•
Measurement and characterization of voltage dips and short interuptions, Flicker
Immunity levels, remedial measures
Practices of counting voltage dips and short interuptions
Power quality in the competitive market
• Power quality belongs to one of the main purposes
•
•
•
Benchmarking of costs and power quality (utilities and regulators )
Obtaining and analysing reliability data, limitation of the effort the data
customer relationsships in different regulation systems

Fault detection (improvement of organization in case of grid faults, information
exchange with mobile personel)
Automation (improvement of procedures to reduce customer interuption minutes)
Loss reduction and voltage control
Network control
Improved technology offers reduced number of control centers (cost reduction);
SCADA on web; integrated GIS/SCADA/DMS; furter development of SCADA
systems, standardization within IEC
Integration between control center and power quality information, call center.....

Session 4: Distributed generation, management and
utilisation of electricity: 88 Papers
Energy efficiency, storage, demand and metering
Dispersed Generation (DG) National legislation, additional fees for DG
leads to a big increase of DG, mainly Wind energy and Photovoltaic; goals
of 10-20% are reported
a lot of additional problems are reported, which have to be studied:
power quality, voltage increase and voltage regulation, operation and planning
problems, forcast of customer load and renewable generation, harmonics, flicker
Standards and generator issues
CEN-workshop agreement
IEEE P-1547 Standard
different national approaches
Are the regulations and connection
standards consisting across countries,
are they leading to reduced costs?

Research objectives due to increase of DG:
fault levels, voltage control, new design of voltage controllers, fault current protection
power quality effects (positive or negative) from Windenergy or Photovoltaik generators
Operation, control and stability issues
New generators, new protection relays
carrier signal base protection, e.g. with PLC
Planning of Grids with increasing portion of DG: Development of adequate Tools,
capacity of the networks and voltage levels under normal and faulty conditions
Planning of MV, HV and EHV - network due to the increasing number of each: single
generators, small windparks up to offshore windparks with thousands of Megawatts
Energy management systems, Forcast of customer load and renewable generation

Session 5: System Development: 62 papers
Asset management and maintenance strategies
Reliability centered maintenance (RCM), ranking of the importance of
components on their influence on the reliability, instead of routine maintenance
Asset management: The source of the revenues are to be managed in the most
efficient way: decisions about maintenance, replacement; systematisation and
centralisation to allow asset owners to take accurate decisions, concerning the
supply task inclusive the quality and regulative impacts
Reductions of investment levels of up to 40% are reported
Healthy indices of components, ranking of importance, evaluation of conditions of
equipment, use of portable data terminals or portable computers
Network development: rural networks, losses management, reliability
improvement, probabilistic risk analysis
