Criteria
• Identifies the technical criteria the IMO

– Connection Assessments
– Assessment of the adequacy of existing

Contingency Based
Assessment
• IMO identifies Bulk Power System
– IMO assumes no facilities are bulk
– Apply NPCC contingencies throughout the
ICG and examine results
– The bulk power system is that portion of
the ICG that can have a significant adverse
impact outside the local area
• Apply NPCC design criteria contingencies

• Local Areas
– “Local areas” are those portions of the ICG
where the consequence of faults or
disturbances is well understood and
restricted to a clearly defined set of
facilities on the ICG.
– Apply single element contingencies

Assessment
• The IMO will apply bulk power system
design criteria contingencies to local
areas in cases when:
– voltage problems propagate to higher
voltage levels
– the net load impacted exceeds 1,000 MW
