Overall objective:
Contribution to a sustainable economic growth as
well as to the economic and social situation of the
property owners in the project regions
Ganja appr. 40.000 parcels, 34.000 legal objects (buildings, apartments)
Sheki appr. 70.000 parcels, 2.000 legal objects

Expected results of the project
● Technical regulations for systematic cadastral works are
approved and in operation
● survey works are conducted by private companies
● number of first registration is increasing
● further developed capacities of SCPI with its district offices
and of private sector

ownership and are used for efficient land management by
different state and municipal institutions

• Open Source Software is used effectively for
 Quality control with tailor made application for QuantumGIS
 Data storage with tailor made application for PostgreSQL
• Digital Plane table is a high productive technology
• Significantely less shadowing effects due to vegetation and buildings by
using RTX technology
• Fast establishing of own reference points with sufficient accuracy using RTXtechnology in case CORS / GSM is not functioning
• The (paperless) technology is easy to learn by completely untrained
employees.
• But permanently, systematic assistance and control is needed all over the
project time.
• SCPI is continuing systematic cadastre surveying with own budget.
4. Results / Evaluation

● in the beginning 12 teams, since 2/2015 up to 25 teams
● On average per day per field team (2 persons for surveying, 1 persons for data
acquisition)
20-30 parcels in urban area
40-50 parcels in agricultural area
● 1 GIS-operator for data control of 2 field teams
● per 09/2016 …170.000 parcels surveyed and objects prepared for registration
● No boundary conflicts
● Costs per real estate object appr. 15-18 $US including all costs (Equipment,
surveying, training, consultant)
