Khadija Elkarmouni
Class: 3/1

expansion of big urban spaces (Casablanca, Rabat-Salé, Fès, etc.). The
legislator deemed necessary to split up these regions in order to control their
development adequately, without affecting their harmony, or their overall
development: "the Wilaya". This new supra-prefectoral structure was created
to play a coordination role.
The Wilaya, which brings together many provinces or prefectures or both at
the same time, is intended to endow big urban units such as Casablanca with
an administrative organization capable of meeting the needs that emerge
from these expanding cities and their growing populations
