• The Region of Istria was established as one of the 21 Croatian
counties/regions, by the Law on the Territory of Counties, Towns, and
Municipalities.
• It is divided in 41 territorial units of local self-government: 10 Towns
and 31 Municipalities.

LOCATION - The Istrian Region includes a large part of Istria the largest Adriatic peninsula. The most extreme west point
of the Republic of Croatia is in the Istrian Region.
Situated in the north-west of the Adriatic Sea, Istria is
surrounded by the sea from three sides, while the northern
border towards the continent is made up by a line between
the Miljski Bay (Muggia) in the direct vicinity of Trieste and
the Preluk Bay, right next to Rijeka.

COAST - The length of the Istrian coast, along with islands and islets is
539 kilometres. The west coast of Istria is more indented, and, together
with islands, it is 327 kilometres long. East coast, together with islets, is
212 kilometres long.

1. The Region of Istria has established a Region Operational Head-quarter
• The members of the regional Head - quarter are respective
representatives of the following institutions:
- Ministry of Sea, Transport and Infrastructure, Pula Port Captaincy
- Ministry of Interior, Boundary Sector
- Region of Istria, Department for Maritime Affairs, Traffic and
Infrastructures
- Region of Istria, Department for Environmental Protection
- Institute of Public Health of Region of Istria
- Hrvatske vode (Legal entity for water management)
- Public Institution for Managing the areas of Natural resources under
protection
- Office for Protection and Rescue of Region of Istria

2. Region of Istria adopted important regional legal acts for smooth
functioning and performance of operations and procedures.
- Plan for Accidental Marine Pollution in the Region of Istria is a
document that establishes the procedures and measures for
preparedness and intervention in the case of marine pollution and its
natural occurrence in sea within the borders of Region of Istria.

- Risk assessment of marine pollution in Region of Istria
The main objective of this document is to identify and determine
the areas of marine environmental Region of Istria threatened by a
possible increased risk of marine pollution from vessels and
recommend procedures that will minimize adverse impacts.

3. Region of Istria has available a vessel for
cleaning the sea from oil pollution and
floating debris, type "ECO 2000“.
Vessel is designed for:
- cleaning seawater from oil pollution and
floating debris
- prevention of oil pollution by attached booms,
- collection of solids that are on the surface,
- fire fighting on land and sea,
- enrichment of seawater by oxygen
- control and analysis of water samples

Based on Risk Assessment of Marine Pollution in Region of Istria,
pollution of the marine environment persistent oils, which may occur in
the area of Region of Istria is slightly possible. The enlarged probability
pollution is from oil or a fuel of small boats: gasoline and diesel fuel in
very small quantities.
The coastal area of Region of Istria, in comparison to all other Croatian
county area, is in increased possition of the possible risk of oil pollution.

The increased risk of oil pollution is due to
expected growth of traffic in the northern
Adriatic ports in the coming years.
It is therefore recommended constant
monitoring and risk assessment.
The shown vessel traffic area is out of Region
of Istria, but its area of the greatest pollutants.

Equipments in case of oil spill
-Region of Istria has a lack of equipments in
case of oil pollution.
Therefore it is through the program HAZADR
funds planned the financial resorce in the
amount of € 96,000.-
Expectations from the project
Previous experience in maritime accidents in the northern Adriatic (M/V
"Und Adriyatik" from 2008 and M/V "Serina") showed a number of
deficiencies in the existing system of protection:
-The lack of equipment available in the regions/counties,
- The lack of skilled and responsible coordinated teams that are able to
deal with complex accidents at sea
- Insufficient cross-border coordination among bodies involved in the
implementation of the contingency plans.
Expectations from the project
•In addition, in the Adriatic area:
-lack of training and research center,
-lack of exercises ,
-large number of regions have no contingency plans.
Expectations from the project
The project should focus on solving the fundamental problems in the
struggle against accidental marine pollution.
•First of all:
-to supply the adequate equipment to struggle against accidental marine
pollution
-to train the responsible teams in adequate training centers
-to achieve better coordination between the responsable teams involved
in the accidental marine pollution
Our contribution to HAZADR
Region of Istria contributes at the development of all project packages with
particular reference to the upgrading the knowledge framework on the
estimated environmental and socio-economic risks in its territorial sea.
Our contribution to HAZADR
The Region of Istria is commited:
• to participade in Crossborder Project Management and Coordination - Host
of Steering Committee meeting in Pula, HR - December 2014 (WP1)
• to participade in Communication and Dissemination (WP2)
• to participate in coordination of national, regional and county contingency
plans in the Adriatic (WP3)
• to participate in the common exercises (WP4)
• to give an active contribution to the training courses in Rijeka (WP5)
Our contribution to HAZADR
Carriers of the implementation of the project HAZADR will be the employees
of the Administrative Department for Sustainable Development of Region of
Istria.
The Administrative Department is composed of the Department for
Maritime Affairs, Transport and Infrastructure and the Department for
Environmental Protection.
Employees of these departments will be available during the project
implementation. They are highly educated experts in the maritime affairs,
biology, chemistry, law, economic etc.
Their expertise in previous experience working on projects in environmental
area will also help in the successful conduction of the project HAZADR.
