ANI received will be 9110000 with Customer Name Display of Unknown/Non 911 Call

ANI Failure

Example of ANI received: NPA9110XXX where 0XXX represents the ESCO (emergency
services Central Office) code of the connecting trunk per the originating TELUS or
competitors C.O. The Customer Name Display will usually be the C.O./Wireless trunk .\

No Cellular Call Back Number Available or Unregistered Cell Phone

All WSP are required to insert the ESCO code format (e.g. NPA9110XXX) when no cellular
Call Back Number is available or when an unregistered cell phone dials 911 .

When an unregistered 911 call is received via a Wireless Carrier, they must insert
911XXXXXXX, where these last seven digits represent the Mobile Electronic Serial
Number.

With respect to the calling ID 911-662-0762, it is an UNREGISTERED cell phone… No sim
card. The “911” replaces the NPA in the calling party. If it was an active cell phone, the
complete calling party would be displayed.\

Telco’s are mandated to provide emergency 911 service from ALL cell phones regardless if
it is “active” or not. The calls are initiated from the carrier from whom it was last registered
or activated on.

Network Working Group (NTWG) created task NTTF032 which
resulted in report NTRE054 and was followed Telecom Decision
2015-432;
Continue to treat the 10-digit telephone numbers underlying a
PSAP’s 9-1-1 lines as highly confidential;
Serve PSAP 9-1-1 and administrative lines from distinct
switches;
If it is not currently possible to serve PSAP 9-1-1 and
administrative lines from distinct switches, avoid using the same
telephone number range for both lines; and
Submit a letter to the Commission, by 8 January 2016,
confirming that they have implemented the above-noted
measures and explaining the specific actions they have taken to
comply with the Commission’s directions.

What is the 2016 – 116 about?

The CRTC has initiated this proceeding to establish a regulatory
framework for next – generation 9-1-1 (NG9-1-1)

The context of the proceeding will be to examine the roles of the
stakeholders that fall under the Commissions jurisdiction and the
Telecommunications Act.

This includes the roles and responsibilities of Service Providers,
evolution of existing 9-1-1 Networks and means by which NG9-1-1
Services and network functionality will be funded and implemented

The Commissions goal is to ensure that the provision of NG9-1-1
will result in maximum benefits for Canadians including the
continued provision of reliable and effective 9-1-1 services.

What is Next Generation 9-1-1(NG 911)

NG 911 networks will replace the existing narrowband,
circuit switched 9-1-1 networks which carry voice and
limited data.
Today’s 9-1-1
Virtually all calls are Voice via Wired/Wireless/VoIP
Information is transferred via voice
Calls routed through legacy selective routers and call centres utilize Network ACD tools
to manage contact centres
Limited ability to handle overflow

NG9-1-1 is a system comprised of hardware, software, data and operational policies and
procedures such as;

What is Next Generation 9-1-1(NG 911)

2016 -116 NG 911 networks will take us to;
Next Generation 9-1-1
Voice, text, MMS, video, Facebook, Twitter, telematics (automatic collision
notification, medical alerts etc.)
Advanced data sharing is automatically established
9-1-1 call centres become virtualized, with calls automatically routed based on
geographic locations.
9-1-1 call centre has ultimate call control including ability to dynamically reroute calls
ANI/ALI information is pulled from servers by Call Answer positions
