
Managed the network refresh programme on behalf of STW, providing technical assurance on network
design matters, and interfacing directly with operators and integrators for delivery of new MPLS physical
circuits and services

We successfully met the extremely challenging timelines of the initial rollout phase, supporting the launch of
SAP services. We also completed the final phases within the overall timelines

The programme was completed with a 23% saving on the £3.7M budget for the WAN and LAN upgrades,
reflecting our close management of suppliers, and a particular emphasis on cost control

Appraised the various options available for telemetry communications to WWU to operate as an Independent
Data Network (IDN), and recommended the most appropriate systems for the solution

Our appraisal considered the performance attributes of each option and assessed its suitability for the various
telemetry applications

The shortlist of suitable options was then subjected to a pricing review to determine the capex and opex, and
from this a cost model was constructed that provided a total cost of ownership for each option

Conducted an independent strategic review of the options available to European utility organisations in the
delivery of telecoms services

Assessed service delivery from a technical, commercial and market capability perspective, to identify
recommendations for industry best practice

Evaluated different telecoms delivery models, including service areas, tariffing structures, management
processes and contractual commitments

Supported development of a strategy to manage changes in the market

This included advising ESB telecoms on the opportunities around the provision of communications services,
including smart grid and smart meter technology. We also assessed the client’s backhaul and access

Reviewed the telecoms concepts available in the marketplace, to support BG Oman’s communications in the
field

Carried out front-end engineering design and equipment specification of a solution that will provide a robust
telecoms network supporting the construction and operational phases of the client’s oil-field development

Technologies used included: Tetra, microwave, WiMAX, STM-1, Gigabit and long-reach Ethernet and WiFi

Assisted in the procurement of a new telecoms service contract covering leased lines, voice services and
network management

Undertook a market assessment to identify suppliers that could participate in the procurement. Supported the
requirements capture, and created a cost model for those requirements to support supplier evaluation

Produced a strategy document for a single, secure, private network to act as the backbone for Central
Networks' operational telecoms

Assessed the six technology options available for the core network, including BT leased circuits, MPLS IP
VPN, fibre-optic, satellite and microwave

Provided a high-level network and access design, and subsequently undertook the procurement of the new
microwave network, and project managed the network implementation

Conducted a strategic review of telemetry telecoms services across the business, undertaking a number of
interviews with key stakeholders to understand the current infrastructure, as well as assessing future
business requirements and regulatory issues

Assessed current and emerging technologies potentially suitable for inclusion in the strategy, including:
GSM/GPRS, PSTN, MPT 1411, microwave and fibre. Considered different service delivery models

Also advised on key issues such as the impact of BT’s 21CN roll-out programme, business continuity, and
security requirements, including advising on the CPNI’s guidelines

Conducted a telecoms service review covering data, fixed voice , mobile, and infrastructure support services

Provided a comprehensive analysis and feasibility study in relation to the provision of xDSL services to the
client’s primary substations

Our analysis identified that a viable symmetric DSL solution could be delivered, and would provide significant
cash flow savings, with project payback being achieved in less than a year

Undertook the procurement of a managed service for the provision of a voice and data network

Conducted a thorough investigation into the service requirements of key stakeholders throughout the
business, and undertook a strategic study into developing optimal service models

Completed two procurement streams for corporate ICT and support of operational telecoms systems, which
are now at BAFO stage

Supported the National Grid OpTel Project Team in the compilation and development of an RFI for
operational telecoms services

Provided industry knowledge and strategic support, managing the process after the issue of the RFI

Examined the technical options for migration to a new digital mobile platform to support voice and data
services, including emergency response notification for gas escapes

Undertook user requirements capture, definition of a variety of technical solutions using both public and
private networks, cost-benefit analysis, and identification of options for partnering with other utilities

Specified and procured a new managed data service for ElectraLink, achieving an annual saving of
GBP2 million

Subsequently performed a value-for-money study on a complex managed service package, and helped the
client make an informed decision on whether to re-negotiate its five-year contract
