New FCC EAS Rules/Processes
• June 3, 2015 - FCC issues Sixth Report and Order
Directs how to correct deficiencies in first national EAS test
conducted 11/9/11
• New FCC rules to cover the deficiencies
• Also new:
Location codes
New national periodic test event codes
New EAS Test Reporting System (ETRS)

• First Step - register your company with ETRS account
 Complete ETRS registration form online at:

Who Must File?
• Analog/digital radio broadcast stations
• Class A television, LP TV stations, digital TV stations
• Analog/digital CATV systems
• Wireline video systems (IPTV)
• Wireless cable systems
• DBS services
• SDARS services

ETRS Filing Deadlines
• ETRS has three forms to complete online
Form 1 - Must be filed on or before August 26, 2016
 May be edited until September 26, 2016
Form 2 - Filed on or before 11:59 pm EDT on September 28, 2016
Form 3 - Filed on or before November 14, 2016 post test
• EAS participants with multiple companies must file on a FRN by FRN
basis
• You will create a separate account for each different FRN for each
company

• Form 1 provides FCC with important information about your system:
• EAS equipment and software used
• EAS monitoring assignment
• Your system geographic coverage area
• Form 1 must be submitted by August 26, 2016
May be updated or edited until September 26, 2016

• Your Geographic Zone(s) of Service are the areas that your network
provides EAS warnings in
Find this in your state’s EAS Plan
• Each operational area where your network provides EAS service
should be submitted as a Geographic Zone of Service

• Form 2 - Available 2:20 pm EDT on September 28, 2016
• Form 2 will be located in ETRS under “Records” tab for that specific
facility
• Used by EAS participants to file “day of test” information
• Form 2 must be filed before 11:59 PM EDT on September 28, 2016

• Form 3 - Available at 2:20 pm EDT on September 28, 2016
• Form 3 will be located in ETRS under “Records” tab for that specific
facility
• Form 3 provides detailed post-test data
• Must be filed on or before November 14, 2016

Test Day Preparation
• Review and if necessary update state EAS Plan
Contact state if needed to get further guidance
• Ensure copy of EAS Operating Handbook is available to your operators
so they know what to do in EAS event (Model EAS Handbook is on
FCC ETRS site if needed)
• Have necessary staff review EAS Operating Handbook for the actions
to be taken
• Ensure your EAS equipment operates in compliance with FCC rules
(get testing help if needed)

Test Day Preparation Continued…
• Be sure to upgrade EAS equipment/software and firmware to the
most recent versions
• Update ETRS Form One filings to reflect changes to any required
information before Sept 26th
• Synchronize EAS equipment clocks to the official time

New NORS System
• July 28, 2016 - FCC announced in a PN roll out date for new Network
Outage Reporting System (NORS)
• Web-based Interface – manual input by small providers
• New API/XML interface for companies that want to automatically file
outage reports machine to machine
• Original full roll out for all was to be August 31, 2016 (later changed)
• At that time all new outage reports made in new system
• FCC will move your User IDs and other co info by Aug 1

Now New Two Steps to
Migrate to New Platform
• On August 29th FCC decided NORS migration will happen in two steps:
• First Step - Beginning August 31, 2016, CenturyLink, Verizon, and T-Mobile
were moved to the new NORS
• Second Step - Completed no later than September 30, 2016 – all other
remaining companies will migrate
• Old NORS system removed
• New NORs open to testing now

FCC FNPRM – Changes Outage Rules
• In light of technological developments over the years (TDM
conversion to IP) FCC NPRM seeks to update TDM focused outage
rules to IP metrics (DS3 to OC3)
• Current rules focus on gathering data about network outages
affecting the routing of calls to 911 PSAPs
• FCC proposes to extend reporting requirements to network
degradations as well – seeks better definitions how to measure

Other Proposals in the NPRM
• Wireline Backhaul - Raise reporting threshold to account for changes
in how networks are scaled and designed
• Wireless Providers - New metrics and reporting requirements for
assessing the impact on customers of wireless network outages
• Special Offices and Facilities - To expand requirements to cover
facilities participating in Telecommunications Service Priority (TSP)
program

Sharing Outage Information
with States
• The FCC has proposed to grant States access to the NORS database
• Most states also require providers to file similiar network outage
reports with the state PUC (not IA)
• Granting state access is an attempt to rationalize and streamline
carrier reporting requirements between FCC and states and also
protect confidential network info

Rural CATV Observations
• Rural CATV cos have many of same carriage issues that larger MSOs
have:
1.Flat growth with some churn percentage
2.Contractual carriage/tier limitations
3.New channel rollout commitments
4.Growing and changing sub viewing choices for time shifted content VOD at lower
price
5.Escalating fees for Retransmission Consent
6.Growing diversity in subscriber devices
• The major constants for rural CATV
1.20-30% higher programing costs
2.Video services drive Broadband adoption
3.Those subscribing to ILEC video tend to stay
4.Cord cutting/shaving is less in rural markets with fewer OTT options and inability to
get off air channels via antenna

Content/Retrans Considerations
• Be prepared to live in gray areas, willing to take a few risks and very
careful what you share about any streaming plans
• Like the early days of IPTV – Programmers did not understand it and
rejected it, dragged their feet or gave you long technology
questionnaires
• Treat it like CATV as much as possible, pay same fees, include the subs
in CATV counts
Penetration carve out for lifeline tiers – treat like lifeline
• Treat OTT streaming devices like STBs
• Pay your bill on time and doubt you will have any issues
