Background
 Korean operators recognized enough reason to NGN
– Shift of major voice market from fixed to mobile, in Korea, since 1999
– Internet data traffic and revenue exceed legacy service in Korean fixed
operators, since 2000
• Internet/data/leased service have become major revenue stream for them
• Need of transfiguring the network for advanced accommodation is raised
– Saturation of broadband Internet access is estimated, within several years
• A new tractor for expanding service opportunity and market are desired
• Trend of IP based convergence is expected to generate new opportunities
– Cellular operators also have deep interest on NGN
• Recent development of advanced mobile technology has become IP centric
 NGN deployment is currently ongoing in Korea
– Fixed operators started AGW/SSW deployment since 2002, under a stepwise plan
– Pursuing unified management profit over packet based functions in the initial stage,
and enhancement of service capability with advanced network in the next

 This Core IP network can replace the role of the legacy PSTN core functions and
services, and provide fundamental capability of network convergence
 All IP/NGN converged core network support all voice and internet packet data
services regardless of the access network types , with no impact on the access
network
 Rather this convergence vision is widely accepted in Korean telecom industry,
and a standard activity including NGcN (Next Generation convergence Network)
forum has been issued since last year

Summary
 There are two conflicting positions in Korea, about the path toward NGN;
“guaranteeing stable migration of infrastructure” or “launching to the early
deployment of emerging multimedia service”
 Nonetheless of their pros and cons, we see that the different positions
interfere smooth and stable standardization of NGN
 However, one fortunate aspect is wide consensus on the ultimate
convergence of various networks into one transport based on IP
 Leading NGN technology with the promising vision of NGcN is believed
of great help to astringent different positions in its deployment
 The initiative NGcN has provided new technical momentum along with the
sense of convergence, such as broadcasting-telecom convergence in Korea
 NGcN is believed to generate more opportunities of advanced technology
development while restructuring existing communication service market

Issues for Discussion
 GSC is invited to note the importance of the work on ultimate network
convergence aspect actually leading NGN realization
 There are a lot of standardization effort in various standard bodies, on the
convergence aspect involved in many different fields of technology such
as broadcasting, WMAN, and home networking
 It is suggested that GSC to identify ways to collaborate with
those effort in order to establish a vision of “extended NGN”
incorporating diverse technologies outside NGN scope, under
the concept of convergence
 Such activity is believed to encourages timely deployment of rich and
economical NGN service and network
