Rwanda Vision For Science & Technology – Focus on ICT
• Step 1: Enabling Environment already in place that allows investment in
sector: Policies, Institutions, Regulatory Environment
• Step 2: Infrastructure Challenge being addressed
– See next Diagram (NBB, KMN, WiBro, Rwandatel and MTN fiber
Networks and Several ISP Wimax Solutions now exist)
• Step 3: Developing IT driven Service Sector [Ongoing, needs accelerated
development]
– Efficient Banking Systems, Tourism and Public Service Delivery
– Financing of Development
• Step 4: Needs concerted efforts in building a critical mass of highly skilled
workforce— We have chosen Software Development as a key driver of our
transformation process

Kigali Metropolitan Network
About the Project
• Construction of a high-speed Fiber-optic network in the
Kigali metropolitan area;
• Deployment of Network Equipments (MPLS) to provide
IP data, voice and video services to all government
agencies in Kigali City;
• Construction of a Network Operations Control Center
(NOC) for central network management and operation;
• Network capacity: 10Gbps ring (STM-64), max1Gbps
network equipment for each government site
• Interconnection with the National Backbone Network (all
the 30 districts and border posts)

WiBro Network
About the Project
• WIBRO stands for Wireless Broadband; it is a Korean Mobile
WiMax Technology which provide superior broadband
services for data, voice , video
• The network consists of a core fibre-optic transmission
network , wibro radio equipments, antennas and masts
installed at various locations in the city
• Project implementation started in June 2008. First trial-run
succesfully conducted in Dec 2009
• The project is divided into 2 phases.
– The first phase is coverage of Kigali City
– Second phase is coverage of 5 towns: Rwamagana, Huye,
Rusizi, Ruhengeri and Gisenyi.
