Transcript Short Term Capacity project

Overview achieved improvements last year
and
Outlook for the coming year for the GRI NW
Programme Office
8th of June, Paris
Regional Priorities
Three regional priorities to facilitate cross-border trade:
I Better use of capacity: more compatible firm and
interruptible capacity
II Greater transparency: more transparency on flows
and capacity at cross border points
III Sound investment climate: coming to a regional
framework for investment
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009

General Issues
Short term capacity
Secondary market achievements 2008
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009
3
Goals Roadmap
In the roadmap a few fundamental
building blocks were indicated:
• easily accessible capacity
• compatible contracts for capacity
• compatible network rules at
interconnection points
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009
4
Work from roadmap
• Maximising use of existing capacity including
reserve capacity also looking at incentivisation of
TSO’s
• Renomination rules
• Compatible short term primary capacity
products: capacity product definition
• Start of trial of bundled day-ahead primary
interruptible capacity at BOS
• Establishment of operational exchange for firm
secondary capacity
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009
5
Finished Capacity projects
• Capacity service evolution (C3)
• Fluxys (C3)
• IP BOS/flow commitment (C1)
• Interconnection Points B/T and M/O (C1)
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009
6
Current Capacity projects
•
Short Term Capacity
More Short Term Capacity if possible (including
incentivisation)
•
Secondary market
Extend current pilot on day ahead secondary capacity
to new IP points involving new TSOs, and
Apply further improvement of current secondary day
ahead capacity auctions points
•
Pilot on bundled products
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009
7
Short Term Capacity
project
1. Short-term calculation
2. Day-Ahead Over-Subscription
3. Limitation of renomination rights
4. Improvement of interruptible products
5. Secondary market
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009
8
Short Term Capacity
project
• Technically, possibilities to release short-term capacity exist
• TSOs have highlighted that the amount is currently not known
and could be limited, while the efforts and costs would potentially
be rather high
• Further analysis on the prerequisites of establishing a short-term
firm primary market is necessary
• TSO paper regarding possibilities to calculate reserve/spare
capacity and to offer short-term firm capacity to the market
• Shippers’ paper regarding possibilities to restrict re-nomination
rights
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009
9
Short Term Capacity
project
• There should be the right incentives in place
• Implementation costs money – regulators have
to be clear on cost recovery
• There might be legal constraints (in law or
contractual)
• The role of interruptible capacity changes
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009
10
Secondary market achievements
last year
• At 8 cross border points secondary
capacity is offered at at least one side of
the border
• Trac-x has traded 103 MWh/h since April
2008 (2400 trades)
• Trac-x has extended the day ahead pilot
to other products (yearly, 3-monthly)
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009
11
Transparency Project
• Transparency project has been successful
- Increased TSO compliance with deliverables from 50% to 90%
- TSOs committed to publishing remaining 10% by December 2009
- Reduction in cross-border points subject to less than three shipper
rule from 35 to 20 (out of 126)
• Network operators, network users and regional regulators
working together and achieving impressive progress
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009
12
Transparency Project
• Project based on 2 areas of Networks users’ minimum
requirements: capacity availability and gas flow information
• Seventeen TSOs agreed to publish daily information for
seven deliverables
• TSOs to publish data at cross-border interconnection points
except where less than 3 shipper rule applies
• TSOs agreed to publish by one of three milestones:
May, September or December 2008
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009

How does the project relate
to European transparency?
• Info on network capacity and gas flows- key for new
entrants
• Annex 3 of regulation 1775/2005 requires:
- Information on maximum technical capacity, total contracted and
interruptible capacity and available capacity
• Project goes beyond existing legal requirements
- Requires all info on a daily instead of monthly basis
- Information on day-ahead shipper nominations
Useful tool for implementing existing legal requirements
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009
16
Need for a second phase?
• GRI NW regulators, transmission operators and network
users are in the process of agreeing new deliverables
 Network users’ minimum transparency requirements
 New third package requirements
 European Commission transparency guidelines
• Potential 3rd package requirements for new project?
 Information related to system demand
 Information on balancing (not linepack) and gas flows
• Transmission operators developing a proposal…
• … GRI NW stakeholder group meeting on 9 June in Paris
GRI NW Joint RCC, PB and Ministerial Meeting, Paris, 8 June 2009
17
Gas storage
transparency
• GRI NW regulators working with Gas Storage Europe (GSE)
wrote to storage operators to request early implementation
of the third package- positive reaction!
• Address security of supply concerns ahead of winter period

Conclusions
• Real wins in publishing gas flows & capacity information
- TSOs now 90% compliant with deliverables compared to 50% at
the start of the project for capacity availability & gas flows
• Storage operators committing to early implementation of
third package ahead of winter
• Next project to implement new legal requirements?
- New third package requirements
- Legally binding guidelines
• Urge TSOs to continuing improving transparency!
