• The frontiers are threatened and even
breached.
• Devastating inflation as military and
government gets more expensive.
• Low moral: gloom and doom and public
building ceases.

50 years of reform: Diocletian and Constantine
– Power moves east
– East and West react differently to challenges
– Roman world is a military camp
– Role of “barbarians” increases
– Loyalties become more Local, less “imperial”
