Understanding implications of Article 25A in light of:
Article 25 A:
“The state shall provide free and
compulsory education to all children
of the age of five to sixteen years in
such a manner as may be determined
by law”

Focus on quality of education

Objectives:
 Get reliable estimates of the status of children’s
schooling and basic learning (reading and arithmetic
level) at the district level;
 Measure the change in these basic learning and school
statistics from last year; and,
 Interpret these results and use them to affect policy

decisions at various levels.

A household survey based on sampling

85 districts – 84 rural,
3 urban (Karachi, Lahore and Peshawar)

A total of 600 households surveyed in each district
i.e. 30 villages per district selected randomly using the
Probability Proportional to Size (PPS) technique and 20
households selected randomly in each village

One government and one private school surveyed in a
village

Conducted by volunteers

Data collected on:
* enrollment,
* attendance,
*learning levels,
* school facilities,
* mother’s literacy

