Proposal Title: A Practical CMS Database for Homemade and Unconventional Explosives
Portal/CMS Object Database
An industry-standard OODB will be used as
the framework supporting a database that is
accessible through a CMS interface with
control over user groups and access types.
Some users will have wiki-style capabilities,
others not. Fully multimedia, there will be a
“YouTube” style video library to support
modeling of explosive preparation,
assembly, storage, transport, blast setup.
A TETRAD-developed learning and tracking system (HORUS) incorporating
METI (Most Evident Topic of Interest) algorithms will be used to assist in
knowledge acquisition, filtering, and notification, similar to technology used in
systems such as EAGLE, CASE, TANGRAM, PANDA. The OODB framework
will be fully transparent and consistent with an relational RDBMS outlook.
Technical Approach:
TETRAD has both prior experience and a prototype of exactly this
type of database (including a wide range of English and foreign sources;
e.g., RU, DE, NL, AR) - begun in 2002 and currently in refinement with livetest data & simulations, the content of which should be of value to CTTSO.
Also, by 11/07 there should be data from direct live tests to be performed at
NHSTR with ANFO and vapor-cloud blasts as part of a TETRAD project.
•Assess & evaluate existing systems, esp. interagency and local/regional, to
define software(s/w) interface and translation requirements.
•Grid/CHAIN interoperability framework to accommodate local, regional,
agency variances – parallels some ARDA/DTO architectures – and enable
future “growth,” esp. as new explosive types and modes of employ evolve.
•Ability to search, correlate and synthesize relationships including potential
target and risk-impacts and what-if factors that are introduced by users.
•Natural language assessor built in, to aid DB manager/supporter in
cleanup of ambiguities, data conflict, and to identify gaps or contradictions
(more of a phase-2 function).
•We begin with what we have done and learned and are doing already, we
apply JAD and “XP” methodologies for design, implement, test, and we
emphasize the ability of duly authorized users to introduce new terms, data
structures, and relationships on a “live use” basis because of the non-static
nature of the material and topic.

Operational and Performance Capabilities - Summary
The database will include capabilities for multiple and as-yet undefined queries and
groupings of explosive recipe and modus operandi data, quantitative and qualitative.
Users will be able to specify keywords, SQL structures, and frames (including partial
entries) for optimized searching and interactive completion help from other users.
• Full tracking history (controlled by security classification categories) for sources and
associations including abductive inferencing (transparent to users) – if allowed, one
can know where every related data element on an entry originated and go to sources.
• Open design enabling users to create ad hoc groups, categories, alert, notifications,
requests, and test/simulation datasets, using both text and images for composition.
• Open platform access – PC, mobile, wi-fi, WiMax, basic browser is main interface.
• Hierarchical expertise levels, accommodating different types and IT capabilities of
users. Interfaces will match to existing community/user system of greatest familiarity.
• Total online access, no down time for backups, warehousing. Standard or
proprietary TETRAD “ETL” module for keeping database(s) in sync with one another.
ROM and Schedule: Due to extended pre-existing work in precisely this project area,
we believe a phase-1 prototype can be circulating and testing within six (6) months,
including novel new live test data coming from our Q4/2007 blast tests. Estimated
cost for this phase-1 $270K including hardware and software purchases/licenses.
Phase-2 intensively extends the design, accommodating more user communities and
for adding more content from native and foreign sources, as well as constructing
robust grouping and access control protocols and the intelligent association/relation
functions. Estimated time nine (9) months and cost $480K incl. purchases/licenses.
Phase-3 is ongoing content management, data modeling, system management, and
may not have a firm ending date. Rates will be industry-competitive in the IT world.
Deliverables: (1) Object database, CMS portal and interfaces, and server software,
including limited licenses to all TETRAD-proprietary software. (2) Prototype server
(cluster) ready for inclusion into a customer-selected network. (3) Content that is
developed by TETRAD through electronic and document searches and investigations,
including content provided by customer or user agencies. (4) Training for system
admins and end users of different types. (5) Full project management documentation,
using CMMi or another customer-mandated methodology. Certain portions of the
content and possibly also portions of software and algorithms may be classified at
different levels according to customer requirements.
