Introduction
• 1. The Second Vatican Council’s Decree on
the Media/ Means of Social Communications,
“Inter Mirifica”, was approved by a vote of
1,960 to 164 of the Bishops assembled &
promulgated on 4th, December 1963 by
Blessed Pope Paul VI.
Introduction
• 2. A follow up, expansion and update of Inter
Mirifica document called Communio et Progressio
on Pastoral Instruction published on 23/3/1971.
• 3. A further document, Aetatis Novae, on Pastoral
Instruction was published in 1992.
• 4. In 2005, Blessed John Paul II wrote his final
apostolic letter, The Rapid Development, on the
topic of social communications
Introduction
• Aetatis Novae (AN) declared that the Church
has an obligation to use the social media.
• “Along with traditional means such as
witness of life, catechetics, personal contact,
the liturgy & similar celebrations, the use of
media is now essential in evangelization &
catechesis”. (AN 11)
Introduction
• Modern means of communication are being
included in Jesus Christ teaching to share the
Faith with all the world - Matthew 28:18
• Indeed, ‘the Church would feel guilty before
the Lord if she did not utilize these powerful
means that human skill is daily rendering
more perfect’.” (AN, 11) .
What is Social Communication?
• Social Communication is a relatively new term
that has emerged over the last decade or so.
• Not a ‘new’ concept –only renaming/rebranding.
• A regrouping and re-categorizing previously
known concepts of social interaction, social skills,
communication or communication skills &
language or language skills.

• The behaviors of interaction, social skills &
communication and language overlap to result
in one’s ability to communicate socially.
• Therefore, it’s called Social Communication.
• Learning to connect – The What, the How and
Why.

• We must examine if the communications of
the Church are helping others to meet Christ.
• The challenge is to rediscover, through the
means of social communication as well as by
personal contact, the beauty of our existence
and our journey, the beauty of faith and of the

particular, offers immense possibilities for
encounter and solidarity. This is something truly
good, a gift from God.”
• It’s not enough to be passersby on the streets and
digital highways of our world: Be the Good

• The answer is in the parable of the Good
Samaritan- a parable about communication.

What is SOCCOM?
• SOCCOM – Social communication committee or
Commission.
• SHCP SOCCOM – Sacred Heart Cathedral Parish
Social Communication Committee.
• 1st SHCP SOCCOM meeting – (2012-15 PPC term)
on 22/10/12 to revive, rejuvenate and form a
viable and effective SOCCOM in form and
substance of reaching out to all Parishioners.
Terms of Reference (TOR)
• Objectives
• 1. To rejuvenate, build & develop an effective,
efficient, relevant and committed Parish Social
Communication Platform and Channel
through social media for and of SHCP.
(TOR)
• 2. Optimize & tap into this new dimension of
speedy information dissemination within and
among our SHC Parishioners especially the socalled 80% non-participative or non-group
majority parishioners through the Media/PFPN.
• PFPN to spread head in reaching out (Evangelizing) to all Parishioners on What, when,
where & how of Parish Pastoral initiatives,
process & happenings.

• 3. Serve as Coordinating body/ linkage on
Parish level Pastoral matters and issues with
Diocesan SOCCOM commission.
• 4. Create a sense of care & personal touch
and link with SHC Parishioners to instill a
sense of identity & belonging to SHCP – new
approach of being Church.

• Parish Priest/ Asst. Parish Priests/ PPC
• Parish SOCCOM CORE TEAM (12 + 2 CMI)
3 each from 3 language groups + 3 Y +1 sign L.
• PFPN/Zone/Groups/Youth liaison
• (level 2 to facilitate Parish level Coverage)

• Portfolios – Advertising, publicity, PR, publishing,
photography, reporting, editing, web master,
graphics designs, distribution etc to be headed by
a Core team member.
• Decision making process: By consensus with the
approval from the Parish priest.

• Working Principles:
• 1. Discern & understand pastoral nature,
process and objectives of all Parish level
issues/ matters/concerns/events/programs.
• 2. Formulate policies on what can or cannot
be published/ disseminated and form a panel
to vet through all articles/news/features to
be published or uploaded to website/ media.

3. Assign tasks and draw up work schedules.
4. Catechesis and publicity.
5. Formation and Education.
6. SHCP office, PFPN and PYPC Coordinators
are to liaise and coordinate vertically and
horizontally in the structure.

team members & 2 years for Zone/ Groups/
Youth liaison Coordinators.

Challenges
facing Soccom
• 1 Chinese sp Youth- BM & English sp. Youth,
0, English groups rep. 0, PFPN- 0
• Lack of competent translators.
• A translating team – From English to BM,
Mandarin and Vice Versa.
PFPN role
in SOCCOM.
• 1. PFPN – role to reach out include reporting,
searching, dissemination of Parish Pastoral
Plans, news, initiatives, events, processes and
happenings to and from zones/ taman areas.
• 2. Distribution of flyers, leaflets, information
and publicity to taman / zone areas- sick,
dying, social needs…
• 2 levels – Core team level and Zone/taman
level – 43 zones/taman coordinators.
Parish Family Spirit
• There are 46 Parish community / 67language
groups in SHC Parish.
• PFPN being the Parish vehicle need to play its
Primary role as the CORE channel & network
reach out digitally or physically to all Catholic
families & members in the housings to instill the
Parish Family spirit.

• Monthly articles/ update on PFPN/ ministry and
sharing would make our website sustainable,
informative, dynamic & preferred.
• Invitation to join Soccom & training to all group
leaders/ PFPN coordinators/individuals who are
passionate in Social communication to
participate, contribute your time, ideas & share
expertise to evangelize in social media.

“how”, but the “why” of social interactions
before being able to communicate effectively.
