Step 1—Analysis
What is the communication problem?
Major Steps in Analysis
• Determine the problems, their severity and causes
• Identify factors inhibiting or facilitating desired
changes
• Develop a problem statement
• Carry out formative research or needs assessment
• To understand human behavior, we need to
understand both the individual and social contexts.
• HCP analyzed both qualitative & quantitative research
carried by AFFORD & Africa Transformation in 2006.
Step 2- Strategy Design
What do we need to do?
Major Steps in Strategy Design
• Establish communication objectives
• Develop program approaches and key benefit
• Determine channels
• Draw up an implementation plan
• Develop a monitoring and evaluation plan
• HCP held a 3 day Media Strategy Design
Workshop in November 2006 involving the FP
Revitalization Group & community based partners
Step 3- Development and Testing
What do we need to develop?
Major Steps in Development and
Testing
• Develop materials
• Pretest messages and materials with audience
and gatekeepers
• Revise
• Retest if necessary
• Finalize and produce materials
• HCP is scheduled to pre-test the FP materials
developed in the next 2 weeks
• Examples of the materials to be pre-tested are:
Step 4- Implementation and
Monitoring
How do we make things happen?
Major Steps in Implementation and
Monitoring
• Produce and disseminate materials
• Train trainers and field workers
• Mobilize key participants
• Manage and monitor program processes and
outputs
• Adjust program based on monitoring
Step 5 – Evaluation
How do we know that we are meeting tasks and
results as planned?
Major Steps in Evaluation
• Measure outcomes and assess impact
• Disseminate results
• Determine future needs
• Revise/redesign program
• The major purpose of evaluation is to improve
future efforts.
• If it isn’t documented, it didn’t exist.
