statements for BESD as primary need
• 14% new statements white British boys
with BESD
• 31.3% of children school action plus
with BESD as primary need:
-Primary 25%
-Secondary 44%

Root cause of behaviour issues
• Studies suggest over 55% pupils identified
with BESD have underlying communication
difficulties
• High prevalence of communication and
literacy difficulties in young offender
population
• High prevalence of communication and
literacy difficulties in prison population
• Issues such as difficulties at home, underlying
mental health, bullying, coming into care

Behaviour - “It is vital we restore the
authority of teachers and heads …”
• Ban on same-day detentions will be lifted
• Powers to search pupils and students will be
strengthened
• Pre-charge anonymity for teachers faced with
allegations of criminal offence by a pupil
• Exclusion process will be reformed –
independent panels cannot reinstate pupils
• Exclusion trail – schools to have new
responsibilities for ongoing care and education
of excluded pupils.
