• MT: Originator of the Policy Delphi technique,
an extension of the Delphi Method for use in
Policy and Decision Analysis. First to automate
and conduct Delphis in real time on time-sharing
computer systems in 1970.
• MT: Developed and used email, Delphi, and
computer conferencing for coordinating 1972
price & wage freeze.
