PA School Code to hold students accountable onsite for actions off-site…

Allows for action in cases of online attacks
including those created out-of-school & off
school property.

School officials have the authority to impose
discipline for harm caused by off-campus online
speech when – and only when- that speech has, or a
reasonable person would anticipate it will, do the
following:

Cause an impact at the school

Is substantial (not mere annoyance)

Interferes with the rights of a student or students’
safety and/or right to education

Or is a “true threat”.
