Pinckney’s Treaty

the United States and Spain
• Defined the boundaries of the
United States with the Spanish
colonies and guaranteed the
United States navigation rights
on the Mississippi River.

• For awhile after Pinckney’s
Treaty the United States
could ship their goods
through New Orleans

• In 1801, Jefferson discovered
the Spanish had sold New
Orleans and the rest of
Louisiana to the French
• Jefferson feared Napoleon
Bonaparte would have to
much control in the Americas
Discussions with the French
• Jefferson sent James Monroe and Robert
Livingston to Paris to buy New Orleans
• When they arrived in France they realized the
French were ready to deal
– Haiti was no longer controlled by the French and
Napoleon feared it would be difficult to defend
Louisiana in the event of war
– Napoleon wanted to focus he resources fighting
the British in Europe
– France offered to sell the entire Louisiana Territory
The Purchase
• With Jefferson’s consent, Livingston and Monroe agreed
to buy the whole Louisiana Territory for 15 million, 4
cents an acre
• The Constitution nowhere states that the President has
the power to buy land from a foreign power.
• It doubles the size of the country and gives the US
control of the Mississippi River
Lewis and Clark
• Meriwether Lewis and William Clark led an
expedition of the Louisiana Territory.
– They were to report back on the geography,
plants, animals, and other natural features of
the region
