Disability Policy in Finland
Disability, according to the World Health Organization, is defined as "...an umbrella term,
covering impairments, activity limitations, and participation restrictions. An impairment is a
problem in body function or structure; an activity limitation is a difficulty encountered by an
individual in executing a task or action; while a participation restriction is a problem
experienced by an individual in involvement in life situations. Thus disability is a complex
phenomenon, reflecting an interaction between features of a person’s body and features of
the society in which he or she lives.” (Wikipedia)
The Finnish disability policy is based on the following three main principles:
1. The right of people with disabilities to equality. Finland is as a member state of the United
Nations and the European Union committed to promoting a society that is open to all. In
Finland, the principle of non-discrimination of people with disabilities is enshrined in the
Constitution.
2. The right of people with disabilities to inclusion. The condition for realisation of the inclusion
of people with disabilities is positive attitudes, taking into account their needs, identification
of barriers that restrict their inclusion, and elimination and anticipation of such barriers.
3. The right of people with disabilities to necessary services and supportive measures.
Services and supportive measures are positive special treatment for ensuring equality.

Poverty in Finland
•
In Finland, families subsisting on less than 1,000 euros a month are
considered to be living below the poverty line. According to the National
Research and Development Centre for Welfare and Health (STAKES),
about 50,000 children lived below the poverty line at the beginning of the
1990s. The number stood at 150,000 by 2007.

Basic Unemployment Allowance is EUR 25.63 per day and it is paid for 5
days per week. It is increased for children under 18 who live in the same

EUR 9.19 per day for three children or more.
Without child increase the amount of the Basic Unemployment Allowance is
on average EUR 551 per month (21,5 x 25.63).

Means of influence in Finland
Suffrage, political franchise, or simply the franchise is the civil Suffrage
right to vote, or the exercise of that right.

Finland was the first European country to grant universal suffrage to its
citizens in its 1906 elections, and the first country in the world to make every
citizen eligible to run for parliament.
Discrimination is a sociological term referring to the treatment taken toward or
against an individual of a certain group in consideration based solely on
class or category. Discrimination is the actual behavior towards another
group. It involves excluding or restricting members of one group from
opportunities that are available to other groups.[
