What are the options to be more cost-effective and increase quality?
- Close or merge institutions and thus improve the efficiency of
the whole university system. (UEF, Turku, Aalto)
”Functional merge” : joint educational programmes, double degree
programmes, shared infrastructures, joint departments ect (all of these
are mainly matters of attitude and need creative thinking).Finnish
Rectors Council is now running ”an exercise of functional merges”

What should (and can) be done to balance the
decreasing state funding in the future
1. Increase income from other sources
- Improve the quality of all your actions 
- Increase international research funding (EU, NIH etc )
- Increase research collaboration with the industry
- Generate own income: tuition fees, IPRs, etc.
2. Decrease spending
- 70%, 15%, 15%. Do everything to protect research and education.
- improve your own capacity to collaborate with others and
be prepared to a new division of work and responsibilities also
education, research and building of innovation capacity
- joint infra- and other structures with other universities
