Priority species is one that is of commercial or recreational
importance
Must be consistent with and protect the “public rights of
navigation”
Shall minimize interference with the public’s USE of the
waters
Designed to minimize damages to ecology and the public’s

existing conditions and uses before altering and identify gaps and
additional information is necessary






those uses that impact renewable uses (fishing,
shellfish aquaculture, recreation are given priority
over ocean disposal)
