• The development of Europe’s blue economy based on knowledge and
innovation
• It requires the development of innovative sectors, strengthening of research
and innovation, promotion of education & lifelong learning to ensure long-term
competitiveness of economy

1. What are main territorial trends or observations (from your project) in
relation to smart development of the blue economy?
2. What opportunities and challenges exist for Europe and its regions
(according to your project findings) for increasing competitiveness
through smart growth of the blue economy?
3. Which additional evidence is needed for policy makers to better tap the
economic blue development potential of Europe’s seas, coasts, islands
and the mainland?

Introduction
Traditionally, cohesion policy has focused almost exclusively on the land.
However, as the interactions between land and sea become more and
more evident, European policy is increasingly addressing the marine
environment as an integral part in a comprehensive territorial
development.
The ESPON ESaTDOR (“European seas and territorial development,
opportunities and risks”) project highlighted that the seas matter for
territorial cohesion:
“They are spaces that offer development opportunities and should
therefore be considered as integral to territorial development.
However this brings with it challenges about how these development
opportunities should be managed, because all activities carry risks
and can lead to competition with other interests.”
What is Blue Growth ?
Blue Growth is a long-term strategy that embraces the economic, social
and environmental aspects of Europe’s seas.
It focuses on emerging, existing and potential activities as diverse as
short-sea shipping, coastal tourism, offshore wind energy, desalination
and use of marine resources in the pharmaceutical and cosmetics
industries.
Blue Growth is the Integrated Maritime Policy’s contribution to
achieving the goals of the Europe 2020 Strategy for smart, sustainable
and inclusive growth.
At the same time it also creates a path for cohesion policy to enlarge
its scope of action, in order to include the marine and maritime
aspects in the pursuit for economic, social and territorial cohesion.

Europe’s seas and oceans offer unexplored areas for innovation,
sustainable growth and employment
Appropriate development and implementation of integrated sea basin
and macro-regional strategies as important platforms to drive
sustainable growth in coastal regions
We need to maximise opportunities for innovation related to blue
growth
- European shipbuilding and marine equipment industry
- Research and innovation to improve sustainability and
competitiveness of aquaculture and stimulate sustainable
fisheries
- Foster the cultivation of aquatic products ( blue biotechnology
etc. )
- Support the development of a highly diversified and sustainable
coastal and maritime tourism in Europe
