Catholic Relief Services (CRS) leads the consortium with ActionAid and Westat

Goal is to improve the well-being of OVC and caregivers through a sustainable,
comprehensive and coordinated program

To strengthen organizational and technical capacity of State, LGA and Civil society

ICT4D Solution
• In partnership with Westat and CRS GKIM, we developed a web based
Project Management Information System (PMIS).
• The SMILE PMIS is a Microsoft ASP .NET MVC 5 web application which
uses an SQL Server 2012 database for data storage.
• The Server is hosted on Rack space in Baltimore (CRS HQ).
• The system requires the support of a Server administrator as well as a
Database administrator.
• Microsoft Excel based partner information (OCAT, Annual Workplan,
SRFMT) uploaded to the system.
• It generates custom reports from the assessments.

Summary
• The PMIS was locally built by the CRS Nigeria SMILE team and
Westat following a PROJECT MANAGEMENT NEED.
• It provides a one stop shop for monitoring partner capacity
and workplan implementation.
• The PMIS is a cross-cutting solution, as it can be used across
different sectors.

Why PMIS?
The PMIS offers a coordinated approach of managing partner data over time.
The system aids the following on the project:
• Ability to monitor partner capacity and program management score card
• Reporting functionality which collates partner achievements holistically,
graphically over different periods.
• Single platform that manages partner information as relates to program
management, organizational capacity and financial management
– Monitoring the Workplans through real time tracking of program activities.
– Structured approach to tracking changes in partner capacity across several domains (e.g.
Governance, Knowledge Management /M&E system, Human Resource Management,
Service Delivery etc.)
– Tracking the Sub Recipient Financial Monitoring tool (SRFMT) and implementation of the
Institutional Capacity Improvement Plans (ICIP).
ICT4D Solution
• In partnership with Westat (a consortium member on SMILE) and working
with GKIM (Global Knowledge & Information Management), CRS
developed a web based Project Management Information System (PMIS).
• The SMILE PMIS is a Microsoft ASP .NET MVC 5 web application which
uses an SQL Server 2012 database for data storage.
• The Server is hosted on Rack space in Baltimore (CRS HQ).
• It requires two server configurations, the first is an SQL Server 2012 or
later database server and the second is an IIS ASP .NET 4.5 web
application server.
• The system requires the support of a Server administrator as well as a
Database administrator.
• Microsoft Excel based partner information on capacity assessments,
SRFMT’s and the Workplans are uploaded into the PMIS following
scheduled assessments.
